ABSTRACT OF PROBLEM

PJ26887  unintentionally  removed the PJ26714 change in c$to2r.h
header.
 

COMMENTS ON PROBLEM
___________________
An update is required to apply  the  original  change  for  APAR
PJ26714,  which was removed by APAR PJ26887.  The include state-
ments need to be moved out of the extern "C" statement.
 

SOLUTION
________
Moved the include statements above the extern "C"  statement  in
header 'c$to2r.h'.
