ABSTRACT OF PROBLEM
___________________
Because  of  APAR  PJ26064,  a  CTL-004 can occur in CHDDEL when
freeing a DLL that has no static storage
 

COMMENTS ON PROBLEM
___________________
APAR PJ26064 added code to release the static  frame  for  DLLs.
However,  if  the  DLL  does  not have static storage, a CTL-004
occurs when attempting to release static storage.
 

SOLUTION
________
Added code to CHDDEL to check for the  existence  of  the  ISO-C
static storage before attempting to release the storage.
