Run-Time Library Extensions is a base element of z/OS.
It includes Common Debug Architecture (CDA) Libraries and the c89 utility.
It also includes legacy libraries to support existing programs, but which should not be used in further application development. These are UNIX™ System Laboratories (USL) I/O Stream Library, USL Complex Mathematics Library, and IBM Open Class DLLs.
