The dashboard spans individual agency-specific solution areas and enables drill-down capability into each underlying agency, including water management, public safety, and traffic management.

Leveraging advanced analytics, asset management, and collaboration tools, the IBM Intelligent Operations Center delivers the ability to gain insight into the city environment via centralized information and enables the integration of city-wide daily operations to allow visibility into key performance indicators (KPIs), trends, analyses, business rules, and cross-agency collaboration. Every day, cities around the globe face emergencies that require real-time communication and collaboration across departments and agencies. Unfortunately, critical information is often stored in multiple, disparate systems, hindering situation awareness and making it difficult for city departments to coordinate response efforts. Without a single, integrated view of events, incidents, or crisis situations, coupled with the inability to share information, a city might be unable to appropriately respond to citizen needs, to warn residents of danger or to rescue people quickly.

The IBM Intelligent Operations Center is designed to address these challenges for Smarter Cities by processing data and event information from individual departments. Integrating multiple best-of-breed solutions from the IBM software portfolio, the IBM Intelligent Operations Center solution offers advanced collaboration, analytics, and asset management tools that can help city agencies coordinate response efforts and enhance the ongoing efficiency of city operations.

Executive dashboard capabilities give decision-makers a real-time, single view of operations so they can see who and what resources are needed and available. Cities can share information instantly across agency lines to accelerate event response and improve project coordination. By providing visibility into key performance indicators (KPIs) and trends, the solution can help fine-tune current resource usage and plan for the future.

Facilitating real-time collaboration

Cities are complex organizations, with numerous departments in charge of a wide range of essential functions, from water management to public safety. Collaboration across these groups is critical for addressing incidents, successfully completing projects, and enhancing the efficiency of daily operations.

IBM Intelligent Operations Center for Smarter Cities offers a centralized, real-time collaborative environment for planning, organizing, monitoring, and sharing information across city departments and agencies. For instance, in case of a large-scale emergency, an official at a disaster site can assess the situation and send a report to the operations room via a web-based portal while simultaneously learning that more rescue personnel are on the way. Meanwhile, agency representatives can view report details together, begin communicating instantly, and start developing a recovery plan. Collaboration capabilities help accelerate resolution of problems, reduce the impact of crises, and minimize the resources needed for getting work done.

On an ongoing basis, the Intelligent Operations Center can help enhance the efficiency of process management for Smarter Cities, allowing managers to link event planning to predefined business processes. Managers can choose to have processes set in motion automatically or manually when a planned or unplanned event occurs. Integration with the collaboration environment helps ensure that team members can work together efficiently on projects and events.

Managing assets and tracking service requests

To maintain the city infrastructure, facilitate resource planning, and ensure resources are ready to respond to incidents, city managers need ways to monitor a wide range of city assets, from sidewalks and sewers to police cars and traffic lights. IBM Intelligent Operations Center for Smarter Cities provides resource and asset management capabilities to help managers make sure that assets are available, well maintained, and ready for use. IBM Intelligent Operations Center portals enable managers to quickly assess the status of assets and their impact on particular domains. A mapping function provides a means of locating key assets rapidly. With effective asset management, cities can reduce the overall cost of maintenance and repairs by avoiding unexpected issues, and help make sure that services and resources are available in critical situations.

When service requests are submitted, agency managers must have ways to prioritize projects, ensure that the right resources are allocated, and then follow projects to their completion. With IBM Intelligent Operations Center for Smarter Cities, managers can use a high-level heat map to easily identify the most pressing issues, with information presented in a geospatial context for situational awareness. Managers can then use drill-down capabilities to access details on the service requests, team members, and assets assigned to the requests, and the status of projects.

Measuring performance

The IBM Intelligent Operations Center for Smarter Cities offers near-real-time KPIs to help managers monitor and optimize the performance of personnel, programs, and others resources. The solution helps transform raw data into actionable insights. Managers can adjust the allocation of resources or modify programs as results start to trend up or down.

Managers can also measure metrics against the city's own historical benchmarks or those of other cities to gain insight into comparative performance. The city government also can choose to publish metrics, demonstrating to city residents the progress toward certain goals.

Gaining key insights from a single view

Whether personnel need a fast overview of an emergency situation or a deep dive into performance metrics, they can rapidly access the information they need from the solution's centralized dashboard. The easy-to-use interface is designed for a wide range of users, from senior managers to daily operators. Users can access key information via mobile devices so they can stay on top of issues whether they are in the office or out in the field.

Hardware requirements

Each IBM Intelligent Operations Center server must meet minimum hardware requirements. Each server must have an x86 64-bit processor including one of the following:

  • AMD 64-bit processors
  • Intel® 64-bit processors, including Xeon® EP and EX processors

Each IBM Intelligent Operations Center requires the processors, memory, and hard disk space as follows:

The minimum software requirement for each server is 64-bit Red Hat Enterprise Linux 5 Update 5.

Software Subscription and Support (also referred to as Software Maintenance) is included with licenses purchased through Passport Advantage and Passport Advantage Express®. Product upgrades and technical support are provided by the Software Subscription and Support (Software Maintenance) offering as described in the Agreements. Product upgrades provide the latest versions and releases to entitled software, and technical support provides voice and electronic access to IBM support organizations, worldwide.

User Value Unit

User Value Unit (UVU) is a unit of measure by which the program can be licensed. UVU Proofs of Entitlement are based on the number and type of Users for the given program. Licensee must obtain sufficient entitlements for the number of UVUs required for Licensee's environment as specified in the table below. The UVU entitlements are specific to the program and type of user and may not be exchanged, interchanged, or aggregated with UVU entitlements of another program or type of user. Refer to the program specific User Value Unit table.

Calculating User Value Units

The users used for the purpose of UVU calculation is the total number of Concurrent Users who are accessing the program. A Concurrent User is a person who is accessing the program at any particular point in time. Regardless of whether the person is simultaneously accessing the program multiple times, the person counts only as a single Concurrent User. The program may be installed on any number of computers or servers, but Licensee must obtain User Value Unit entitlements sufficient to cover for the maximum number of Concurrent Users simultaneously accessing the program. Licensee must obtain an entitlement for each simultaneous Concurrent User accessing the program in any manner directly or indirectly (for example: via a multiplexing program, device, or application server) through any means.

  • From 1 to 20 users, UVUs per user = 1.00000 for a maximum of 20 UVUs at this level (cumulative UVUs of 20)
  • From 21 to 50 users, UVUs per user = 0.83333 for a maximum of 25 UVUs at this level (cumulative UVUs of 45)
  • From 51 to 100 users, UVUs per user = 0.80000 for a maximum of 40 UVUs at this level (cumulative UVUs of 85)
  • From 101 to 250 users, UVUs per user = 0.76666 for a maximum of 115 UVUs at this level (cumulative UVUs of 200)
  • From 251 to 500 users, UVUs per user = 0.60000 for a maximum of 150 UVUs at this level (cumulative UVUs of 350)
  • From 501 to 1,000 users, UVUs per user = 0.50000 for a maximum of 250 UVUs at this level (cumulative UVUs of 600)

Licensing

IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use. Part number products only, offered outside of Passport Advantage, where applicable, are license only and do not include Software Maintenance.

This software license includes Software Subscription and Support (also referred to as Software Maintenance).

These programs are licensed under the IBM Program License Agreement (IPLA) and the associated Agreement for Acquisition of Software Maintenance, which provide for support with ongoing access to releases and versions of the program. IBM includes one year of Software Subscription and Support (also referred to as Software Maintenance) with the initial license acquisition of each program acquired. The initial period of Software Subscription and Support (also referred to as Software Maintenance) can be extended by the purchase of a renewal option, if available. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect.

IBM warrants that when the program is used in the specified operating environment, it will conform to its specifications. The warranty applies only to the unmodified portion of the program. Program technical support

Technical support of a program product version or release will be available for a minimum of three years from the general availability date, as long as your Software Subscription and Support (also referred to as Software Maintenance) is in effect. This technical support allows you to obtain assistance (via telephone or electronic means) from IBM for product-specific, task-oriented questions regarding the installation and operation of the program product. Software Subscription and Support (Software Maintenance) also provides you with access to updates (modifications or fixes), releases, and versions of the program. You will be notified, via announcement letter, of discontinuance of support with 12 months' notice. If you require additional technical support from IBM, including an extension of support beyond the discontinuance date, contact your IBM representative or IBM Business Partner. This extension may be available for a fee.

Money-back guarantee

If for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.

For clarification, note that (1) for programs acquired under the IBM International Passport Advantage offering, this term applies only to your first acquisition of the program and (2) for programs acquired under any of IBM's On/Off Capacity on Demand (On/Off CoD) software offerings, this term does not apply since these offerings apply to programs already acquired and in use by you.
