Capture, assess, and prioritize

Investment proposals come from many directions, with different levels of value. Decisions on what proposals to pursue are often fraught with personal opinion and conjecture, and too seldom based on objective criteria such as value to the business, risk, or strategic alignment. IBM Rational Focal Point provides ways to evaluate, compare, and visualize portfolios against your established criteria, so you can make the right investment decisions to meet your business needs.

  • Capture new investment ideas from a large community of stakeholders using simple, intuitive web forms.
  • Use workflow to move investment ideas through your assessment process. This provides additional consistency and rigor.
  • Collaborate on building the business case.
  • Weigh the importance of your selection criteria using pair-wise comparisons. This facilitates greater transparency to decisions and accurate decision making.
  • Use scorecards to get stakeholders to assess proposed investments against strategic objectives.
  • Evaluate proposals based on a combination of quantitative and qualitative criteria. This supports a balanced approach to prioritization.
  • Present the prioritization results using simple and intuitive visualizations. This aids understanding and supports fast and accurate decision making.
  • Use data about development costs, maintenance costs, and actual or projected revenues, to graphically model the project's Net Present Value (NPV) and understand the impact of risk and uncertainty surrounding these values.
  • Create business cases and pre-plans to assist with delivery planning.

Delivery planning

The ability to execute on the projects that are selected depends on the available capacity -- both of budget and resources. Using Focal Point you can collaborate as a team to plan the scope, resources, and financials for proposed investments. Then evaluate whether there is capacity to deliver the project based on resource commitments made to other projects and financial constraints. This helps to determine how best to sequence projects to maximize utilization and returns.

  • Link high-level business needs to the proposed investment to capture the scope elements to be delivered by the project.
  • Capture resource profiles and enter availability information to model the resource supply constraint.
  • Based on the resource profiles, describe the types of resources needed on the project and for how long they are required to capture a picture of the resource demand.
  • Ensure appropriate scheduling by capturing dependencies between related projects and deliverables, which can be visualized using Gantt charts.
  • Use graphical and tabular representations to assess capacity to accept selected projects. This enables you to model demand against resource supply and current commitments.
  • Sequence and approve projects based on a combination of available resources, scheduling dependencies, and cost constraints. This allows for improved forward planning of resource and budgetary needs.

Monitoring and reporting

Monitoring and reporting are critical to ensuring that you are meeting your target objectives. Focal Point becomes the established single source of "truth," where all portfolio-related information is stored, including project ideas and developing business cases. Monitoring and reporting progress becomes easier and the quality of data tends to improve.

Focal Point is fully role-based meaning home pages, dashboards, and menus can be customized to support the monitoring and reporting needs of different stakeholders such as the Project Sponsor, Development Lead, Resource Manager, and so on.

  • Includes role-based home pages, dashboards, and menus to give users "at-a-glance," relevant information
  • Analyzes and monitors project portfolio health using dashboards which roll-up project health to the portfolio level
  • Includes a robust web services API that enables integrations to be built that automate the pulling of information from third-party tools into the Focal Point repository
  • Creates relationships between portfolios, projects, risks, business needs, and so on, to allow stakeholders to drill down from a portfolio level to discrete project issues
  • Dynamically slices and dices a single source of "truth" that allows you to view investment portfolios from a variety of perspectives
  • Links portfolio records in Focal Point with formal project documentation in third-party document management systems using URL links
  • Displays data in analytical views; for example, capacity analysis, risk assessment, and application gap analysis to enable more objective decision making

Together these capabilities enable organizations to create, prioritize, and select project proposals that meet business objectives, ensure that proposed investments can be undertaken given finite resources, and monitor portfolio status, supporting decisions with real-time and accurate data.

Authorized User

Authorized User is the unit of measure by which this program is licensed. An Authorized User is an individual (named or unnamed) within or outside of your enterprise. The program may be installed on one or more computers or servers and accessed by the number of users authorized by the Proof of Entitlement (PoE). You must have an entitlement for each Authorized User accessing the program or any program component in any manner directly or indirectly (for example, via a multiplexing program, device, or application server) through any means.

Install

Install is a unit of measure by which the program can be licensed. An Install is an installed copy of the program on a physical or virtual disk made available to be executed on a computer. Licensee must obtain an entitlement for each Install of the program.

The information provided in this announcement letter is for reference and convenience purposes only. The terms and conditions that govern any transaction with IBM are contained in the applicable contract documents such as the IBM International Program License Agreement, IBM International Passport Advantage Agreement, and IBM Agreement for Acquisition of Software Maintenance.

Licensing

IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use.

Part number products only, offered outside of Passport Advantage, where applicable, are license only and do not include Software Maintenance.

This software license includes Software Subscription and Support (also referred to as Software Maintenance).

Limited warranty

IBM warrants that when the program is used in the specified operating environment, it will conform to its specifications. The warranty applies only to the unmodified portion of the program. IBM does not warrant uninterrupted or error-free operation of the program or that IBM will correct all program defects. You are responsible for the results obtained from the use of the program.

IBM provides you with access to IBM databases containing information on known program defects, defect corrections, restrictions, and bypasses at no additional charge. For further information, consult the IBM Software Support Handbook found at

IBM will maintain this information for at least one year after the original licensee acquires the program (warranty period).

Program technical support

Technical support of a program product version or release will be available for a minimum of five years from the general availability date, as long as your Software Maintenance is in effect. This technical support allows you to obtain assistance (via telephone or electronic means) from IBM for product-specific, task-oriented questions regarding the installation and operation of the program product. Software Maintenance also provides you with access to updates (modifications or fixes), releases, and versions of the program. You will be notified, via announcement letter, of discontinuance of support with 12 months' notice. If you require additional technical support from IBM, including an extension of support beyond the discontinuance date, contact your IBM representative or IBM Business Partner. This extension may be available for a fee.

Money-back guarantee

For clarification, note that if for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.

For clarification, note that for programs acquired under the IBM International Passport Advantage Agreement, this term applies only to your first acquisition of the program.

Software Subscription and Support (Software Maintenance)

Yes. Software Subscription and Support (also referred to as Software Maintenance) is included with licenses purchased through Passport Advantage and Passport Advantage Express. Product upgrades and technical support are provided by the Software Subscription and Support (also referred to as Software Maintenance) offering as described in the Agreements. Product upgrades provide the latest versions and releases to entitled software and Technical Support provides voice and electronic access to IBM support organizations, worldwide.

IBM includes one year of Software Subscription and Support (also referred to as Software Maintenance) with each program license acquired. The initial period of Software Subscription and Support (also referred to as Software Maintenance) can be extended by the purchase of a renewal option, if available.

While your Software Subscription and Support (also referred to as Software Maintenance) is in effect, IBM provides you assistance for your routine, short-duration installation and usage (how-to) questions, and code-related questions. IBM provides assistance via telephone and, if available, electronic access, to your information systems (IS) technical support personnel during the normal business hours (published prime shift hours) of your IBM support center. (This assistance is not available to your end users.) IBM provides Severity 1 assistance 24 hours a day, 7 days a week. For additional details, consult your IBM Software Support Handbook at

Software Subscription and Support (also referred to as Software Maintenance) does not include assistance for the design and development of applications, your use of programs in other than their specified operating environment, or failures caused by products for which IBM is not responsible under the applicable agreements.
