Overview

IBM WebSphere® Business Integration for Financial Networks for z/OS V2.2 helps financial institutions remain competitive in the ever-changing world of financial message transfers. This is the IBM on demand financial messaging solution for the finance industry. It provides a single-window infrastructure to support integration of financial messaging applications used by financial institutions and corporations.

To help ensure a robust, reliable, and high-volume message transfer environment, WebSphere Business Integration for Financial Networks is based on industry-proven IBM middleware products such as DB2® Universal Database, WebSphere MQ, and WebSphere Message Broker.

V2.2 of WebSphere Business Integration for Financial Networks delivers the support for the mandatory SWIFTNet Phase 2 migration plus some enhancements to the existing functions:

  • Public Key Infrastructure (PKI) for message signature use
  • Relationship Management Application (RMA) runtime for relationship validation
  • SWIFTNet 6 and SWIFTAlliance Gateway (SAG) 6 support
  • Message Warehouse Support for Enhanced InterAct service

Description

Enhanced functions in V2.2

Support for SWIFTNet Phase 2

SWIFT changes its FIN network security mechanism from proprietary Bilateral Key Exchange (BKE) to Public Key Infrastructure (PKI). This requires support for this new method in the SWIFTNet infrastructure software. WebSphere Business Integration for Financial Networks V2.2 implements the support for the new SWIFT security mechanisms, in coexistence with the current security mechanisms, in order to support a smooth migration.

With SWIFTNet Phase 2, SWIFT changes to SWIFTNet V6 and SWIFTAlliance Gateway (SAG) V6. WebSphere Business Integration for Financial Networks V2.2 works with SAG V6 for the SWIFTNet Phase 2 mode (protocol V3), but also supports SAG V5 to stay compatible during the migration phase.

With the withdrawal of BKE keys, SWIFT also introduces a new method for relationship definition and validation. The new method is called Relationship Management Application (RMA), which requires two pieces of software. First, WebSphere Business Integration for Financial Networks contains the required runtime component, which verifies the receiver of an outgoing or the sender of an incoming message and is defined in the relationship management table. Only if a valid relationship exists, the message will be sent or received. Otherwise, the message is moved into a specific error queue. The second part of the RMA implementation is a front-end application to create, change, or delete relationship definitions. WebSphere Business Integration for Financial Networks does not provide this front-end RMA component. As the interface between the two components is specified by SWIFT, any standalone RMA front-end application can be used. During the SWIFTNet Phase 2 pilot tests, the SWIFT Standalone RMA and the Intercope BOX for SWIFTNet RMA have been used.

Message Warehouse for Enhanced InterAct Store and Forward

Similar to the Message Warehouse implementation for FIN, the Message Warehouse now also stores extracted field information for messages processed via the Enhanced InterAct Store and Forward service. Extracted fields are stored as searchable records in DB2. Optionally, the complete InterAct message and/or the header information can be saved in the Message Warehouse.

Support for WebSphere Message Broker V6

WebSphere Business Integration for Financial Networks z/OS V2.2 supports WebSphere Message Broker V5 and V6.

Product structure

WebSphere Business Integration for Financial Networks for z/OS® V2.2 consists of a Base component and the following extending features:

  • Support for SWIFTNet FIN
  • Bridge for SWIFTNet
  • Support for SWIFTNet InterAct
  • Support for SWIFTNet FileAct
  • Message Bulking Facility for SWIFTNet FIN
  • Financial Message Transfer

The Base feature provides base services such as:

  • Event Monitoring with Notification Service
  • Event Recording and Administration
  • Timer Services
  • Message Audit Service
  • Accounting Services
  • Message Warehouse Services
  • Configuration and Customization Definition Services
  • Security Services

The Extending features use the base services and provide specialized functions for different functional areas of message and file handling, and processing.

The Support for SWIFTNet FIN feature provides services that allow you to send and receive FIN messages and corresponding acknowledgements via SWIFT IP Network (SIPN):

  • Implements a SWIFT computer-based terminal.
  • Processes the complete SWIFT FIN protocol for outbound and inbound messages. This includes handling of acknowledgements and network failures as specified in the SWIFT specifications (for example, PDE handling and Regional Processor User Resync).
  • Supports the current SWIFT Network security mechanisms with BKE and SLS keys and protocols. Key handling and message authentication can either be done in MERVA or locally in WebSphere Business Integration for Financial Networks. Using the later option requires licensing of feature Bridge for SWIFTNet.
  • Supports the new SWIFTNet Phase 2 security mechanisms, which are based on PKI signatures for secure transmission and RMA records for relationship management.
  • Carries out validation for all FIN message types.
  • Lets you operate and monitor a large number of SWIFTNet FIN logical terminal sessions.
  • Supports high availability by defining groups with shared logical terminals (LTs) for workload sharing and takes over in failure situations.
  • Configures, administers, operates, and monitors SAGs from WebSphere Business Integration for Financial Networks and provides SAG event template management.
  • Issues SWIFTNet administration commands such as Local Registration Application, Key Management Authority, and Role-Based Access Control.
  • Supports TARGET2 authentication solution.
  • Provides message counting for accounting purposes.

The Bridge for SWIFTNet feature is a server-based one-time- charge feature for the use of the local (MERVA-less) authentication function within the Support for SWIFTNet FIN feature.

The Support for SWIFTNet InterAct feature provides services that allow you to send and receive requests and responses as InterAct messages via SIPN. InterAct messages can be sent in either of the following ways:

  • Real time: Each message is sent directly from the sender to the receiver.
  • Store and forward: Each message sent from the sender is stored at the receiver's SWIFTNet SnF queue, from which it is retrieved by the receiver.

Support for SWIFTNet InterAct provides services to send, receive, and process InterAct messages between financial applications via the SIPN, providing the following services:

  • Direct InterAct service supporting real-time message processing and SnF message processing
  • Enhanced InterAct service supporting SnF message processing

These InterAct services provide the following functions:

  • Access control
  • Auditing

The enhanced InterAct service supports store and forward message processing, and additionally supports the following functions:

  • SWIFT protocol handling, which relieves business applications from InterAct protocol handling
  • Message storage in Message Warehouse
  • Message transformation on behalf of the using client and server applications:
    • Capability to receive business messages, place them in the payload of an InterAct SnF message, and send them to the SIPN
    • Capability to extract business messages from the payload of the received InterAct SnF message and pass them on to the appropriate business application

The Support for SWIFTNet FileAct feature enables applications to use SWIFTNet FileAct to send and retrieve files via the SIPN. Services available are:

  • Command service: Manages access to the FileAct directory, and processes and schedules file transfer commands issued by an application. These commands are:
    • PUT: Puts a file into one of the following:
      • An emission directory, from which the SAG file transfer agent (FTA) will automatically transfer the file to a FileAct counterparty.
      • A download directory, from which a FileAct counterparty can retrieve it. You can specify whether the file is to be compressed or run through a code conversion routine before transmission.
    • GET: Gets a file that was retrieved by the FTA and copies it into a file. You can specify whether the file is to be decompressed or run through a code conversion routine after it is transmitted.
    • GETPARMS: Retrieves the file transfer parameters and returns them to the application.
    • RETRY: Retries a failed file transfer for which the automatic retry limit has been reached.
    • LIST: Lists all file transfer entries that have not yet been deleted and that meet the specified criteria, such as the date and time, status, and transfer direction.
    • DELETE: Deletes all files related to a single file transfer from the FTA directories, and deletes the corresponding entry from the FileAct database.
  • Events generated during a file transfer are processed by the FileAct Event service, and can be monitored and saved in the WebSphere Business Integration for Financial Networks audit database.
  • File transfer is supported in both real-time and SnF mode.
  • FTA support is a SAG component that transfers files to or from a special directory used exclusively for FileAct file transfers (the FileAct directory).

Message Bulking Facility for SWIFTNet FIN (MBF)

The service, provided by this feature, collects messages and consolidates them into files, instead of processing them individually. These files are then transferred using WebSphere Business Integration for Financial Networks FileAct services. Since it is much less expensive to transfer a single file than to transfer many individual messages, this approach can help significantly lower the cost per transaction. This approach:

  • Helps avoid expensive costs for single FIN messages; blocks of low-value payments are exchanged between a financial institution and its correspondents using the significantly lower cost SWIFTNet FileAct capability.
  • Allows for messages to be sent and received as transparently as possible. The application is not aware of the intervening message bulking or whether a single message has been sent or received via the standard FIN or the FileAct service of SWIFTNet.
  • Offers an alternative service to the standard FIN service. Bilateral agreements between the communicating parties (financial institutes) to exchange FIN messages through files, instead of the standard SWIFTNet FIN service, are required.

The basic configuration, and administration, and operating requirements are:

  • The usage of bulked messages (for correspondent, message type, originating business unit) and the criteria for when to actually send such bulked messages (such as reaching a maximum size or a maximum number of messages, or at and after specified times) can be configured.
  • MBF consists of a sending and receiving component. The components work together seamlessly, but it is possible to set up heterogeneous systems in which one side of the communication is implemented with MBF and the other side without. This requires the remote job entry (RJE) file format be used on the correspondent site.

Financial Message Transfer (FMT)

The typical method for sending FIN messages, between logical terminals using WebSphere Business Integration for Financial Networks, requires sending the messages via the SIPN, even for in-house messages. SWIFT imposes a fee for each message sent. The FMT feature provides a shortcut. FMT allows applications to send FIN messages between any two LTs belonging to the same WebSphere Business Integration for Financial Networks instance, regardless of whether the LTs are configured for the same organizational unit (OU) or for two different organizational units.

FMT simulates the SWIFTNet FIN protocol when processing these messages to keep your applications unchanged, thus handling:

  • ISN ACK generation
  • Conversion of ISN to OSN and delivery of the latter one
  • Generation of MT011, if requested
  • Generation of TNG trailer, if requested

As a WebSphere Business Integration for Financial Networks customer, already using a shortcut for in-house FIN messages, you can benefit by replacing it with FMT. Since FMT employs many of the same WebSphere Business Integration for Financial Networks functions as are used to process FIN messages sent via the SIPN (for example, auditing and message warehousing), using FMT in place of a third-party or custom application for in-house FIN messages reduces overall system complexity and simplifies maintenance.

Cash reporting: This solution uses WebSphere Business Integration for Financial Networks to access and provide comprehensive cash reporting information. Investment funds distribution: This solution processes investment funds in compliance with ISO 20022 XML message templates. It includes message processing to support order initiation, order confirmation, order status, and balance reporting. Assisted by the single-window infrastructure of WebSphere Business Integration for Financial Networks, this solution helps reduce cost, improve operational efficiency, and enhance straight-through processing.

Specified operating environment

Hardware requirements

WebSphere Business Integration for Financial Networks for z/OS V2.2 Base

z/OS hardware: Any hardware explicitly compatible with and fully capable of running the specified operating system, the corresponding software, and associated applications unmodified. Responsibility to provide a statement of full compatibility between machines lies with the original equipment provider.

Server products: Any server capable of running the listed z/OS release and WebSphere Business Integration Message Broker for z/OS, V5.0.1. or WebSphere Message Broker for z/OS, V6.0.

Workstation products: A Microsoft™ Windows™ workstation is required for WebSphere Business Integration Message Broker V5.0.1 for the following components: Configuration Manager and Message Broker Toolkit for WebSphere Studio. For additional information, refer to Software Announcement 203-136 A Microsoft Windows workstation is required for WebSphere Message Broker V6.0 Toolkit component. For SWIFTNet Phase 2 FIN service, a HSM device is required by SWIFT. WebSphere Business Integration for Financial Networks V2.2 requires a LAN-based SWIFT HSM box. USB HSM devices are not supported.

In addition to the SWIFT requirements, the following hardware and storage items are required for SAG Add-On:

  • 30 MB of disk space is recommended if JRE is installed (otherwise 80 MB).
  • 30 to 100 MB of disk space for traces (depending on trace level).
  • Network adapter as defined by SWIFT.

  • WebSphere MQ for z/OS V5.3.1 (5655-F10) Java Support feature (JMS5318), or V6.0 (5655-L82) Java Support feature (JMS6008) is required if Enhanced InterAct service of Support for SWIFTNet InterAct feature is used.
  • Network File System (NFS) server corresponding to the z/OS system installed is required if Support for SWIFTNet FileAct is using NFS.
  • SWIFT Alliance Gateway (for details, refer to the SWIFTAlliance Gateway Workstation section).

SWIFTAlliance Gateway Workstation

SWIFTAlliance Gateway V5.0.20 or SWIFTAlliance Gateway V6.0 (provided by S.W.I.F.T. SCRL) is required if the following WebSphere Business Integration for Financial Networks for z/OS features are used:

Media type for this software product is chosen during the customized offerings ordering process. Based on your customer environment, it is recommended that the highest possible density tape media is selected. Currently offered media types are:

Terms and conditions

The information provided in this announcement letter is for reference and convenience purposes only. The terms and conditions that govern any transaction with IBM are contained in the applicable contract documents such as the IBM International Program License Agreement, IBM International Passport Advantage® Agreement, and the IBM Agreement for Acquisition of Software Maintenance.

Licensing: IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use.

Agreement for Acquisition of Software Maintenance

The following agreement applies for maintenance and does not require customer signatures:

These programs are licensed under the IBM Program License Agreement (IPLA) and the associated Agreement for Acquisition of Software Maintenance, which provides for support with ongoing access to releases and versions of the program. IBM includes one year of Software Maintenance with the initial license acquisition of each program acquired. The initial period of Software Maintenance can be extended by the purchase of a renewal option, if available. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect.

S/390® and System z™ IBM Operational Support Services — SoftwareXcel is an option if you desire added services.

Limited warranty applies: Yes

Limited warranty: IBM warrants that when the program is used in the specified operating environment it will conform to its specifications. The warranty applies only to the unmodified portion of the program. IBM does not warrant uninterrupted or error-free operation of the program or that IBM will correct all program defects. You are responsible for the results obtained from the use of the program.

IBM provides you with access to IBM databases containing information on known program defects, defect corrections, restrictions, and bypasses at no additional charge. Consult the IBM Software Support Guide for further information at

IBM will maintain this information for at least one year after the original licensee acquires the program (warranty period).

Program support: Enhanced support, called Subscription and Support, includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect. You will be notified of discontinuance of support with 12 months' notice.

Money-back guarantee: If for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.

For clarification, note that for programs acquired under any of IBM's On/Off Capacity on Demand (On/Off CoD) software offerings, this term does not apply since these offerings apply to programs already acquired and in use by you.

Authorization for use on home/portable computer: You may not copy and use this program on another computer without paying additional license fees.

Server-based pricing applies for:

Use of the local authentication function in the Support for SWIFTNet FIN feature (for non-MERVA environments) requires the Bridge for SWIFTNet feature.

Message-based pricing, based on the volume of "message units" used by a licensed user, applies for these features:

  • Support for SWIFTNet FIN
  • Support for SWIFTNet InterAct
  • Support for SWIFTNet FileAct
  • Message Bulking Facility for SWIFTNet FIN
  • Financial Message Transfer

Message units will be calculated for each applicable program feature.

A message unit is defined as a transaction that is external to the program. Such transactions are typically measured when leaving the program and entering a network (for example, SWIFT Secure IP Network (SIPN) or company internal network) or network access controller (such as the SWIFTAlliance Gateway), and when leaving a network or network access controller and entering the program.

Support for SWIFTNet FIN, Support for SWIFTNet InterAct, Message Bulking Facility for SWIFTNet FIN and Financial Message Transfer features:

A transaction may constitute a single message unit even though the transaction includes multiple messages. For example, a single SWIFTNet FIN message unit may consist of

  1. The FIN message
  2. An associated InterAct message
  3. The acknowledgment message from SWIFTNet (ACK in case of a positive response) with its associated InterAct message

A business service may consist of multiple transactions that constitute multiple message units. For example, when a SWIFTNet FIN payment order gets confirmed by the receiving bank, this constitutes two transactions and two message units.

Support for SWIFTNet FileAct

Since the Support for SWIFTNet FileAct feature can be used to send and receive a variety of information, including financial messages, the amount of data sent and received via FileAct is measured in kilobytes (KB). Each KB of transferred data corresponds to one message unit. For example, 800 MB of transferred data equates to 819,200 message units (800 x 1024).

The volume of message units that is relevant for pricing purposes is the total number of monthly message units of each service a licensed user sends and receives using the program based on the peak monthly message volume from the preceding twelve months.

Initial pricing

Initial pricing will be calculated based on either:

  • The customer's peak monthly messages from the history reports the customer provides for the preceding 12 months
  • The customer's estimation of its anticipated peak monthly message volume

If initial pricing was based on a customer's estimate, the customer shall utilize either the message counting procedure identified by IBM to create a message usage report or another message usage reporting mechanism agreed by IBM for extensions developed external to IBM for each month during the first six months. The customer agrees to send these six message usage reports to IBM in the seventh month for assessment of the monthly message volumes. If the peak monthly volume is higher than the estimate used in initial pricing, the customer will be charged for additional licenses and maintenance.

Subsequent pricing and annual adjustment: Pricing of the program for the second year and subsequent years will be reassessed based on relevant message-based usage reports provided by the customer. Appropriate pricing of the program for the following year will be determined based on the peak monthly volume in the preceding 12 months. In addition to the annual maintenance fees for the product originally licensed, additional license and maintenance fees will apply if the peak monthly volume is higher than the volume used in the prior year pricing calculation.

The responsibility of end users to cooperate: To support the message-based pricing described above, each end user of the program also agrees:

  1. To promptly install any enabling code required for message-based pricing.
  2. To collect and provide to IBM the relevant message usage report at least once per year, and to retain that data for at least six months after providing it to IBM.
  3. To measure message usage based on the latest message-counting mechanism provided by IBM, and to conduct such measurements in accordance with new terms specified in new versions or releases of the program.
  4. To send to IBM the message usage report for each license of the program the end user possesses.
  5. That usage data, which reflect increased usage, will be deemed to be orders placed by the end user without further action on the end user's part, and that IBM is authorized to make any resulting billing increase. (Late submission of usage reports will result in retroactive billing.)
  6. That, for as long as message-based pricing remains in effect for the program, and for six months thereafter, IBM has the right to review the data used to prepare the usage report for the previous six months. The review will be at the end user's premises, at the mutual convenience of IBM and the end user, during the end user's normal business hours, and in a manner that minimizes disruption to the end user's business. IBM may use an independent auditor for this with the end user's prior approval, which will not be unreasonably withheld. If the end user prefers the review to occur off its premises, the end user may send data to IBM.

IBM WebSphere Business Integration Message Broker for z/OS V6.0: A limited use license of IBM WebSphere Message Broker for z/OS V6.0, for use with WebSphere Business Integration for Financial Networks for z/OS V2.2, is included. For details, refer to the WebSphere Business Integration for Financial Networks for z/OS V2.2 license agreement.

Software Maintenance applies: No

For operating system software, the revised IBM Operational Support Services — SoftwareXcel offering will provide support for those operating systems and associated products that are not available with the newly announced Software Maintenance offering.
