Midrange Workload License Charges (MWLC) is a new pricing metric that can offer improved
price/performance for z/VSE® V4 customers. MWLC applies to the z/VSE V4 operating system and 12
key VSE middleware programs. If you are migrating to MWLC from Graduated Monthly License Charges
(GMLC), Growth Opportunity License Charges (GOLC), zSeries® Entry License Charges (zELC), or
Tiered Entry Workload License Charges (TWLC), MWLC is designed to offer improved price/performance
based on MWLC price points. You may gain additional price/performance improvements by implementing
sub-capacity MWLC.

|
Midrange Workload License Charges (MWLC) is a monthly license charge price metric on the IBM System z9™ Business Class (z9 BC) and the IBM System z9 Enterprise Class (z9 EC) servers that applies to z/VSE V4 and 12 key VSE middleware programs such as CICS® TS for VSE, DB2® Server for VSE, and ACF/VTAM® for VSE. MWLC is available on z9 BC and z9 EC servers with z/VSE V4.

Full-capacity:
IBM System z9 servers (z9 servers) with full-capacity MWLC pricing must
license and pay for MWLC-priced programs based on the IBM rated capacity
of the z9 Server. IBM rates hardware capacity for software pricing
activities in terms of Millions of Service Units (MSUs). To view IBM's

Sub-capacity:
z9 servers with sub-capacity MWLC pricing may license and pay for
MWLC-priced programs based on the utilization of the Logical Partitions
(LPARs) where the program executes. Sub-capacity MWLC pricing is
available only on servers where z/VSE V4 is the only VSE operating system
and prior versions of VSE use and license have been discontinued.
In a sub-capacity MWLC environment, LPAR utilization will be measured based on the highest observed rolling 4-hour average utilization. In the case that z/VSE is running as a guest of z/VM®, then the Sub-Capacity Reporting Tool (SCRT) will report the highest combined rolling 4-hour average across both native z/VSE LPARs and z/VSE guests. Rolling 4-hour average utilization will be reported each month using the SCRT and pricing will be adjusted monthly based upon the Sub-Capacity Report. If you elect sub-capacity MWLC then you must generate Sub-Capacity Reports and submit them to IBM each month, among other requirements.
Pricing structure
Each MWLC program will have the following monthly license charge price structure:

VSE programs not eligible for MWLC
MWLC pricing applies only to the z/VSE V4 operating system and 12 key VSE middleware programs. On a z9 BC, all other VSE programs will be priced according to Tiered Entry Workload License Charges. On a z9 EC, all other VSE programs will be priced according to either Flat Workload License Charges, Graduated Monthly License Charges, or Extended License Charges. In the event that one of these three pricing metrics is not available for a particular VSE program, other applicable pricing metrics may be used.
Limitations and restrictions
The smallest z9 BC server, capacity setting A01, does not qualify for MWLC. Customers on the z9 BC capacity setting A01 will always pay zELC for all IBM monthly license charge software.
If you want sub-capacity MWLC and intend to run z/VSE V4 as a guest of z/VM then you must run z/VM V5.2 or higher.
Sub-Capacity Reporting Tool (SCRT)
z/VSE V4 will generate SCRT89 records. SCRT89 records are data that SCRT analyzes to produce a Sub-Capacity Report. You must run the Capacity Measurement Tool (ships with z/VSE V4) to enable z/VSE V4 to generate SCRT89 records. You must run the Capacity Measurement Tool for an entire month to generate a month of SCRT89 records before you can create a valid Sub-Capacity Report.
As of this announcement, SCRT can analyze log data from a z/VSE V4 system (SCRT89 records) and from a z/OS® system (SMF70/SMF89 records); however, SCRT can run only on a z/OS system. Therefore, if you have both z/OS and z/VSE V4 then you can generate your own Sub-Capacity Reports by providing all the log data to SCRT. However, if you only have z/VSE V4 then you will not be able to run SCRT at this time. Instead, you will send your SCRT89 records (and other required information) to IBM. IBM will use your SCRT89 records to produce a Sub-Capacity Report and will return the report to you within two business days. You must examine the report and submit it to IBM by the 9th calendar day of the month following data collection.

If you are a sub-capacity z/VSE customer, IBM's terms require that you must generate, collect, and retain these SCRT89 records for six months.
Billing effective dates

Full-capacity billing effective dates
IBM programs eligible for MWLC charges may be ordered at full-capacity MWLC and installed starting on March 16, 2007. Due to the current Full Month Billing rules, the billing effective date for any new license will occur on the first day of the month after the license is ordered. For example, an MWLC order that is placed on March 16, 2007, will have a billing effective date of April 1, 2007. Therefore, the earliest possible billing effective date for full-capacity MWLC is April 1, 2007.

Sub-capacity billing effective dates
IBM programs eligible for MWLC charges cannot be ordered at sub-capacity MWLC or installed until you submit an initial Sub-Capacity Report containing z/VSE V4 MSUs. In order to report on z/VSE V4 MSUs, a new version of SCRT is required. IBM expects this new version of SCRT to become generally available on April 10, 2007. The earliest you may collect z/VSE V4 SCRT89 records is April 2, 2007. Assuming the new version of SCRT is generally available on April 10, 2007, you may generate your first Sub-Capacity Report containing z/VSE V4 MSUs on May 2, 2007, and you may submit this initial Sub-Capacity Report between May 2, 2007, and May 9, 2007. The April Sub-Capacity Report you submit to IBM in early May has a billing effective date of June 1, 2007. Therefore, the earliest possible billing effective date for sub-capacity MWLC is June 1, 2007; however, if the new version of SCRT is generally available after April 10, 2007, this date may be later.
Servers running both z/VSE and z/OS
In the case that a server is running both z/VSE and z/OS, the customer must select the desired pricing metric for the z/VSE environment and separately select the pricing metric for the z/OS environment. The selection for z/VSE pricing metric is independent from the selection of the pricing metric for z/OS. Pricing metric should be selected on the basis of price/performance, terms, and applicability.
Once the pricing metric selection is made for each environment, that pricing metric applies to both the operating system and the associated middleware. In addition, the customer must make a full-capacity/sub-capacity decision for each operating system and the associated middleware. Here are some examples:

Example 1: Stand-alone z9 BC running z/OS and z/VSE V4
For the z/VSE LPAR(s) on this z9 BC server, the customer may choose between TWLC and MWLC. MWLC may be sub-capacity or full-capacity. TWLC is always full-capacity. In this case, the customer would typically select MWLC because it offers attractive price/performance. Once MWLC is selected, all eligible z/VSE middleware will also be priced MWLC. Since MWLC is selected, the customer must choose between full-capacity MWLC or sub-capacity MWLC.
For the z/OS LPAR(s) on this z9 BC server, the customer must select EWLC because there are no other pricing options. All eligible z/OS middleware will be priced EWLC. Here, too, the customer must decide between full-capacity EWLC and sub-capacity EWLC.

Example 2: z9 EC running z/OS and z/VSE V4
For the z/VSE LPAR(s) on this z9 EC server, the customer may choose between Flat Workload License Charges (FWLC) and MWLC. MWLC may be full-capacity or sub-capacity. FWLC is always full-capacity. In this case, the customer would typically select MWLC because it offers attractive price/performance. Once the MWLC is selected, all eligible z/VSE middleware will also be priced MWLC. Since MWLC is selected, the customer must choose between full-capacity MWLC or sub-capacity MWLC.
For the z/OS LPAR(s) on this z9 EC server, the customer must choose between Parallel Sysplex® License Charges (PSLC) and Workload License Charges (WLC). WLC may be full-capacity or sub-capacity. PSLC is always full-capacity. In this case, the customer would typically select WLC because it offers attractive price/performance. Once WLC is selected, all eligible z/OS middleware will also be priced WLC. Since WLC is selected, the customer must choose between full-capacity WLC or sub-capacity WLC.
Notes on Examples 1 and 2: While it is possible for you to select full-capacity for one operating system and sub-capacity for another on the same server, IBM recommends that you implement sub-capacity pricing wherever possible because it may help improve your price/performance. Only one Sub-Capacity Report per server is needed, regardless of how many sub-capacity-eligible operating systems are running on that server.
