Overview

Software Configuration and Library Manager (SCLM) performs both library and software configuration management (SCM) for the z/OS® platform. This industry-standard SCM tool ships as part of z/OS. Add-on products such as SCLM Developer Toolkit, SCLM Administrator Toolkit, Enhanced Access Control for SCLM for z/OS, Breeze for SCLM for z/OS, and Merge Tool for z/OS have been developed over the years to further assist developers. Together, these tools can help you get a handle on application artifacts and manage them, along with your standard applications, by using a common set of processes and one change and configuration management tool.

SCLM Advanced Edition for z/OS, V1.1 is a suite of these five products. It is being refreshed to include the newest versions of SCLM Administrator Toolkit V3.1 and SCLM Developer Toolkit V2.1. It also contains the existing versions of Enhanced Access Control for SCLM for z/OS V1.1, Breeze for SCLM for z/OS, V1.1, and Merge Tool for z/OS, V1.1.

SCLM Developer Toolkit V2.1 combines Eclipse-based plug-ins and SCLM functions to provide SCM services for Eclipse-based development environments. It extends the currently available SCLM/WebSphere® Developer for System z™ interface to provide a functionally rich workstation-based portal to SCLM. SCLM Developer View in the SCLM Developer Toolkit provides access to SCLM projects and members and SCLM functions and services from the IBM Eclipse environment. In addition, SCLM Developer Toolkit supports the development of Java™ and Java 2 Platform Enterprise Edition (J2EE) applications using the existing Eclipse and WebSphere tooling, with storage and management of those components via SCLM on z/OS.

SCLM Administrator Toolkit V3.1 delivers a set of tools designed to make defining and maintaining SCLM projects simpler and easier. The administrator functions are accessible from either an Eclipse-based graphical interface or traditional host-based Interactive System Productivity Facility (ISPF) panels. These administrator functions help guide users through functions such as creating and configuring new projects, as well as modifying, cloning, building and rebuilding (allowing the original source structure of objects to be maintained), and deleting existing SCLM-managed projects.

Description

SCLM Developer Toolkit V2.1

Integrate SCLM Developer Toolkit in WebSphere Developer for System z: All SCLM functionality provided in SCLM Developer Toolkit V2.1 is now included as the SCLM Developer Toolkit component in WebSphere Developer for System z V7, replacing the SCLM (VCM) plug-in that shipped with earlier versions of WebSphere Studio Enterprise Developer V5 and WebSphere Developer for zSeries® V6.

Add support for Remote Systems Explorer (RSE): Users of the SCLM Developer Toolkit V2 have different mechanisms to transport data between the Eclipse-based client and the back-end host SCLM repository and server. When running outside of WebSphere Developer for System z, the HTTP transport is used as it currently is in SCLM Developer Toolkit V1. When running SCLM Developer Toolkit V2 under WebSphere Developer for System z, the RSE transport, which comes with WebSphere Developer for System z is used instead.

Integrate with WebSphere Developer for System z z/OS perspective: The WebSphere Developer z/OS projects perspective currently does not enforce SCLM workflow controls on members that are under SCLM control. The WebSphere Developer z/OS projects perspective can now check to see if a data set is under SCLM control, and if so, the user will be given the option to browse the file or cancel the operation.

Include accessibility support: All SCLM Developer Toolkit wizards and dialogs are being tested/evaluated for 100% compliance.

Enable bidirectional (BIDI) and double-byte character set (DBCS): SCLM Developer Toolkit V2 can associate a default BIDI format with each SCLM language and do BIDI conversions for both RSE and HTTP transports when the SCLM member BIDI format is different from that used on the client platform. A project-level default BIDI format can be specified for languages that do not have a default format associated with them. This provides better granularity for the default BIDI format than a default format based solely on the SCLM language. The BIDI UI allows control of (view or edit) BIDI default format of SCLM objects. In addition, Version 2 provides support for storing files with BIDI or DBCS file names in SCLM.

Include enhanced build services: New Java/J2EE build translators replace the existing translators, which will allow the ARCHDEF itself to be built, as is the normal process with other host languages. All components are tied in to the one build map so a promote of an ARCHDEF promotes all relevant parts up the hierarchy chain.

High-level ARCHDEF support is provided in the new language translator. The existing language translators JAVABLD and J2EEBLD are replaced with a new language translator for the build script (J2EEANT) and a new language translator associated with the ARCHDEF (J2EEOBJ).

Add J2EE deployment: The deployment of J2EE applications is no longer dependent on the J2EE build service. A new deploy service has been added to invoke the deploy script associated with the application. In addition, deploy scripts can be built and promoted up the SCLM hierarchy without automatically triggering application deployment, so these scripts can be customized for each level of the hierarchy.

Build, promote, and deploy security enhancements: SCLM build, promote, and deploy processes invoked through SCLM Developer Toolkit can now be secured using System Authorization Facility / Resource Access Control Facility (SAF/RACF®) resource definitions. In addition, these processes can now optionally be run under a surrogate TSO userid.

View version history browser: Provides the ability to view version history information for SCLM controlled members.

Include audit services: Delivers the ability to view and optionally delete audit information for SCLM-controlled members.

Includes bill of materials: Version 2 enables the build process to store within a built archive file a bill of materials in the form of a build map and, optionally, the source code used to build it. This satisfies audit requirements for the identification of code used to build applications/modules.

Reference high-level ARCHDEF structure: Version 2 provides the capability for an ARCHDEF to reference other ARCHDEFS when built. The project can be built comprised of sub-projects that are referenced in the high level ARCHDEF.

Migrate to Eclipse 3.2: SCLM Developer Toolkit V2 is migrated to the Eclipse 3.2 code base.

State dynamic build mode for scripts: Version 2 provides the ability to state the build mode (forced/conditional) when performing the build from SCLM Developer Toolkit.

Build ARCHDEF: Version 2 provides the ability to build from an ARCHDEF from additional locations within SCLM Developer Toolkit views.

Improve performance: SCLM back-end server enhancements improve performance.

Display SCLM groups in hierarchical order: Populating a project now provides the project listing in the actual SCLM hierarchical order such that the groups displayed are represented as an SCLM tree structure.

Change password: Version 2 provides the ability to change the TSO password from SCLM Developer Toolkit, either in response to an expired password or as a change to an existing password.

Include AUTH code when adding member: Version 2 provides the user with the ability to add a SCLM AUTH code when adding a new member to SCLM.

Return ISPLOG with SYSTSPRT: V2 provides additional information in the operations log when an SCLM service is invoked and provides enhanced fault determination information.

Support JES3: V2 provides batch mode job reports from JES3.

Allow multiple check-ins, check-outs, and unlocks: V2 extends functionality of the check-in, check-out, and unlock services by allowing operations on multiple members using a single menu operation. Currently, users must perform operations on members individually if more than one is open.

Deploy remotely — Secure Transport: The deploy service enables a built object to be securely deployed on a remote deployment platform. There are two principle scenarios that can be performed: the deployment of an object into WebSphere Application Server using the WebSphere tool suite, and the physical transportation of a build object to a target non-WebSphere Application Server system using a defined transport service.

Add Java Archive (JAR)/Web Archive (WAR) files from SCLM: Version 2 provides the ability to copy JAR/WAR files that reside in SCLM to the default Java CLASSPATH in the UNIX System Services Hierarchical File System (HFS) directory. The existing service only provides for the copying of workstation files to this location.

Return additional information from SCLMINFO: This is related to the SCLM Project information that is configured for the project. The SCLMINFO service is extended to include additional configuration items. Enhanced AUTHCODE functionality from within the client is also provided.

Include JAR dependencies to ARCHDEF build script: In the build script referenced by ARCHDEF, an additional keyword, CLASSPATH_JARS_FILES, is added to include specific JAR or class files that will be used for classpath dependencies when compiling Java source for that build script and ARCHDEF.

Add files to SCLM from non-SCLM PDS: Version 2 provides the capacity to copy non-SCLM members from a PDS and migrate into SCLM.

Enhance JOB card dialog: Version 2 provides separate job cards for individual functions such as build and promote.

Refresh project view: Previously, if a user wanted to refresh a particular view of a project, they had to re-populate. The population dialog remembered the last settings. If a user had multiple projects in their view, this may not be the correct settings for the project they want to refresh. This enhancement remembers the filter settings for the target project and then has a context menu item that does the re-populate with those stored filters.

Enhance SCLM property sheets: Version 2 displays relevant information about SCLM View tree nodes.

Override TRANLANG at project level: Version 2 provides the ability to specify, on a project-by-project basis, which languages in an individual SCLM project do not require translation from ASCII to EBCDIC.

Provide ARCHDEF promote: Version 2 provides the ability to build and promote without having to first populate the project and locate the ARCHDEF member. ARCHDEF build was available on the project level in the IDE view. It has now been added to the SCLM View. The ARCHDEF promote action will also be added in both the SCLM and IDE views.

Value Unit-based pricing

Value Unit pricing for eligible zSeries IPLA programs enables a lower cost of incremental growth and enterprise aggregation. Each zSeries IPLA product with Value Unit pricing has a single price per Value Unit and a conversion matrix, called Value Unit Exhibit, for converting from some designated measurement to Value Units. Most commonly, Millions of Service Units (MSUs) is the measurement designated by IBM to be converted to Value Units. Some other measurements are engines or messages. Since MSUs are the most common measurement, that measurement will be used for the remainder of this description.

Value Unit pricing offers price benefits for customers. For each zSeries IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the "required license capacity". Each of the various Value Unit Exhibits stipulate that the larger your required license capacity, the fewer Value Units per MSU you will need. Value Unit Exhibits are uniquely identified by a three-digit code and referred to using the nomenclature VUExxx, where xxx is the three-digit code.

Subsequent acquisitions of Value Unit priced programs offers additional price benefits for customers. The quantity of each zSeries IPLA program that you have acquired is referred to as "entitled license capacity". If you want to grow your entitled license capacity for a zSeries IPLA program, the calculation to determine additional needed Value Units is based upon the number of Value Units already acquired.

For each zSeries IPLA program with Value Unit pricing, you should:

  • Determine the required license capacity, in MSUs
  • Aggregate the MSUs across the enterprise
  • Convert the total MSUs to Value Units, using the applicable Value Unit Exhibit
  • Multiply the price per Value Unit by the total number of Value Units to determine the total cost

To simplify conversion from the designated measurement to VUs or vice-versa, use the Value Unit Converter Tool. For additional information or to obtain a copy of the Value Unit Converter Tool, visit the Value Unit Converter Tool Web site

Note that Value Units of a given product cannot be exchanged, interchanged, or aggregated with Value Units of another product.

To determine the required license capacity for the zSeries IPLA program you selected, refer to the Terms and conditions section.

For each zSeries® IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the "required license capacity." Your required license capacity is based upon the following factors:

  • The zSeries IPLA program you select
  • The applicable Value Unit Exhibit
  • The applicable terms
  • Whether your current mainframes are full-capacity or sub-capacity

VUE007 ordering example: The total number of Value Units is calculated according to the following example.

If your required license capacity is 1,500 MSUs for your selected zSeries IPLA product, the applicable Value Units would be:

Translation from MSUs to VUE007 Value Units

            MSUs * Value Units/MSU = Value Units
Base 3 * 1.00 = 3.00
Tier A 42 * .45 = 18.90
Tier B 130 * .36 = 46.80
Tier C 140 * .27 = 37.80
Tier D 1,185 * .20 = 237.00
Total 1,500 343.50

When calculating the total number of Value Units, the sum is to be rounded up to the next integer.

Subscription and Support

To receive voice technical support via telephone during normal business hours and future releases and versions at no additional charge, Subscription and Support must be ordered. The capacity of Subscription and Support (Value Units) must be the same as the capacity ordered for the product licenses.

To order, specify the Subscription and Support program number (PID) referenced and the appropriate license or charge option.

IBM is also providing Subscription and Support for these products via a separately purchased offering under the terms of the IBM International Agreement for Acquisition of Support. This offering:

  • Includes and extends the support services provided in the base support to include technical support via telephone during normal business hours.
  • Entitles customers to future releases and versions at no additional charge. Note that the customer is not entitled to new products.

When Subscription and Support is ordered, the charges will renew automatically annually unless cancelled by the customer.

Single-version charging: To elect single-version charging, the customer must notify and identify to IBM the prior program and replacement program and the machine the programs are operating on.

Customized Offerings

Product media is shipped only via Customized Offerings (for example, CBPDO, ServerPac, SystemPac®). Noncustomized items (CDs, diskettes, source media, media kits) will continue to be shipped via the stand-alone product.

Sub-capacity terms and conditions

For each zSeries IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the "required license capacity." Your required license capacity is based upon the following factors:

  • The zSeries IPLA program you select
  • The applicable Value Unit Exhibit
  • The applicable terms
  • Whether your current mainframes are full-capacity or sub-capacity

For more information on the Value Unit Exhibit for the zSeries IPLA program you selected, refer to the Ordering information section

Program

             Toolkit V2

5697-N46 SCLM Advanced Execution-based
             Edition V1

Full-capacity mainframes: In cases where full-capacity is applicable, the following terms apply:

Execution-based, z/OS-based, Full-machine-based: The required capacity of a zSeries IPLA program with these terms equals the MSU rated capacity of the machines where the zSeries IPLA program executes.

For more information on mainframe MSU-rated capacities, refer to "The System z Machine Exhibit (Z125-3901)" or visit the "Mainframes" section of the zSeries Exhibits Web site

Reference-based: The required license capacity of a zSeries IPLA program with these terms equals the license capacity of the applicable monthly license charge (MLC) program. This MLC program is called the "parent" program.

Sub-capacity mainframes: In cases where sub-capacity is applicable, the following terms apply:

Execution-based: The required capacity of a zSeries IPLA sub-capacity program with these terms equals the capacity of the LPARs where the zSeries IPLA program executes.

z/OS-based: The required license capacity of a zSeries IPLA program with these terms equals the license capacity of z/OS (and z/OS.e) on the machines where the zSeries IPLA program executes.

Reference-based: The required license capacity of a zSeries IPLA program with these terms equals the license capacity of the applicable monthly license charge (MLC) program. This MLC program is called the "parent" program.

Full machine-based: The required license capacity of a zSeries IPLA program with full machine-based terms equals the MSU-rated capacity of the machines where the zSeries IPLA program executes.

For more information on mainframe MSU-rated capacities, refer to "The System z Machine Exhibit (Z125-3901)" or visit the "Mainframes" section of the zSeries Exhibits Web site

For more information on sub-capacity zSeries IPLA terms and conditions, refer to 204-184

Additional information for products with reference-based terms

zSeries IPLA sub-capacity programs with reference-based terms add value to the parent program across the environment, regardless of where in the environment the zSeries IPLA program executes.

An environment is defined as either a single/stand-alone machine or a qualified Parallel Sysplex®. Customers may have one or more different environments across their enterprise. To determine the required license capacity for each zSeries IPLA program with referenced-based terms, each environment should be assessed separately.

When a zSeries IPLA sub-capacity program with reference-based terms is used in a qualified Parallel Sysplex environment, the required license capacity of the zSeries IPLA program must equal with the license capacity of the parent program across the Parallel Sysplex. Qualified Parallel Sysplex refers to one:

  • That meets the criteria defined in Hardware Announcement 198-001, dated January 13, 1998
  • Where MLC pricing is aggregated across the Sysplex

Sub-capacity eligibility: To be eligible for sub-capacity charging on select zSeries IPLA programs, you must first implement and comply with all terms of either sub-capacity Workload License Charges (WLC) or sub-capacity Entry Workload License Charges (EWLC). To implement sub-capacity WLC or EWLC, a machine must be zSeries (or equivalent). On that machine:

  • All instances of the OS/390 operating system must be migrated to the z/OS (or z/OS.e) operating systems.
  • Any licenses for the OS/390 operating system must be discontinued.
  • All instances of the z/OS operating (or z/OS.e) systems must be running in z/Architecture™ (64-bit) mode.

For that machine, you must create and submit a Sub-Capacity Report to IBM each month. Sub-Capacity Reports must be generated using the Sub-Capacity Reporting Tool (SCRT). For additional information or to obtain a copy of SCRT, visit the zSeries Software Pricing Web site

You must comply with all of the terms of the WLC or EWLC offering, whichever is applicable:

  • The complete terms and conditions of sub-capacity WLC are defined in the IBM Customer Agreement — Attachment for IBM System z Workload License Charges (Z125-6516).
  • The complete terms and conditions for sub-capacity EWLC are defined in the IBM Customer Agreement — Attachment for EWLC, TWLC, zELC, z/OS.e License Charges (Z125-6587).

Additionally, you must sign and comply with the terms and conditions specified in the amendment to the IPLA contract — "Amendment for System z Programs Sub-Capacity Pricing (Z125-6929-02, or higher)". Once the amendment is signed, the terms in the amendment replace any and all previous zSeries IPLA sub-capacity terms and conditions.

Sub-capacity utilization determination

Sub-capacity utilization is determined based on the product's own execution as reported to IBM in accordance with the requirements for reporting sub-capacity utilization for products.

On/Off Capacity on Demand

To be eligible for On/Off CoD pricing, customers must be enabled for temporary capacity on the corresponding hardware, and the required contract — Z125-6611, Attachment for Customer Initiated Upgrade and IBM eServer® On/Off Capacity on Demand — Software — must be signed prior to use.
