IBM Software Configuration and Library Manager (SCLM) performs both library and software configuration management for the z/OS® platform. This industry-standard SCM tool ships as part of z/OS. Add-on components such as IBM Breeze for SCLM, IBM Enhanced Access Control for SCLM, IBM Merge Tool, and IBM SCLM Suite Administrator Workbench have been developed over the years in order to assist developers to easily approve packages, implement augmented security controls, run three-way merges, and simplify the administration of SCLM-based projects.
New features in our Administrator Workbench (renamed IBM SCLM Administrator Toolkit) and the new IBM Developer Toolkit, now offer SCLM developers and administrators an easy-to-use, Eclipse-based interface. Both products can be installed either as stand-alone products or as plug-ins to existing IBM Eclipse-based tools such as Rational® Application Developer for WebSphere® Software (formerly known as WebSphere Studio Application Developer) or WebSphere Developer for zSeries® (formerly known as WebSphere Studio Enterprise Developer).
SCLM Administrator Toolkit offers a set of tools that makes defining and maintaining SCLM projects simpler and easier. The administrator functions are accessible from either an Eclipse-based graphical interface or traditional host-based ISPF panels. These administrator functions help guide users through functions such as creating and configuring new projects, modifying, cloning, building and rebuilding (allowing the original source structure of objects to be maintained), and deleting existing SCLM-managed projects.
Wizards are also available to help create language definitions, build SCLM projects, migrate
existing assets into an SCLM project, and create architecture definitions (either manually or by
importing them from an existing load module or JCL). A GUI is also available for managing Enhanced
Access Control (EAC) for SCLM functions.

| Description |
IBM SCLM Administrator Toolkit, part of SCLM Plus tools, addresses the complexity of creating and maintaining SCLM projects, and eases the tasks of migrating artifacts and managing access to SCLM objects from a workstation.
Simplicity and function you need at an attractive cost
You can get started easily with SCLM Administrator Toolkit by invoking the SCLM Project Wizard at either a workstation or the host to create a new project or modify an existing one. When creating a new project, the fields in the Project Wizard will be populated with default values. When modifying an existing project, the Wizard's fields will be populated with values selected from that project's current definition.
Using the Project Wizard, you can define types, package backout parameters, and groups. If you are modifying an existing project and want to delete a type or group, the Project Wizard will, after confirmation from you, delete any data associated with that type or group.
As you enter data into the Project Wizard, that data is saved at the host. Thus, at any time, you can choose to stop work before you have fully defined the project. Administrator Toolkit saves your work so that you can pick it up in a later session.
When defining a group using the workstation interface, you can drag and drop boxes around your display, building a network of linked boxes much like an organization chart. Each box represents an SCLM group. Once you have completed your definition, Administrator Toolkit generates default authorization codes and PROMOTE definitions, which you can modify if you so choose. A process to add or modify groups is also available at the host using ISPF panels.
Using the Project Wizard, you can also configure any User Exits required, including the Breeze User Exits, if you have installed Breeze for SCLM for z/OS. You can add language types, or you can modify them using the Language Definition Wizard, available from the Project Wizard. Other function provided by Administrator Toolkit also:
- Manages your legacy SCLM projects in the macro language you are used to, and still obtains the benefits of SCLM Administrator Toolkit by maintaining the original source structure of objects when the project contains existing user macros.
- Delivers a modular project design and reuse of common components, such as languages, across projects.
- Allows VSAM file maintenance scripts to be automatically created for your project, that allow you to easily maintain your project's datasets.
- Delivers an Architecture Definition Wizard that permits you to create architecture definitions manually. You can also create architecture definitions by importing them from existing JCL or an existing Load Module.
- Promotes a Clone Project dialog that allows the cloning of existing project definitions to simplify the process of creating new alternate projects or complete new projects.
- Offers a Migration Wizard to simplify the importing of assets into SCLM control, to include a Remote Migration Wizard to simplify migrating remote artifacts from other platforms. The Remote Migration Wizard assists you in migrating workstation-based files into an SCLM project and placing them under SCLM control. The Remote Migration Wizard copies the remote assets you selected into the target SCLM-managed library, updates an accounting file, and displays a report that details the results of the migration.
Support for Enhanced Access Control administration
IBM Enhanced Access Control (EAC) is a program in the SCLM Plus family that enhances RACF® security. SCLM Administrator Toolkit assists you in administering EAC by:
- Maintaining existing RACF Dataset Profiles, EAC Rules Files, EAC Profile Access Rules, and EAC applications
- Displaying a list of EAC violations
Flexibility and ease of use
Because SCLM Administrator Toolkit contains both a GUI and an ISPF interface, you can work in the environment in which you are most comfortable. Additionally, because the product supports both batch and online execution for many functions, you can choose immediate response when you require it, or can defer processing to a more convenient time.

Value Unit-based pricing
Value Unit pricing for eligible IBM zSeries IPLA programs enables a lower cost of incremental growth and enterprise
aggregation. Each zSeries IPLA product with Value Unit pricing has a single price per Value Unit
and a conversion matrix, called Value Unit Exhibit, for converting from some designated measurement
to Value Units. Most commonly Millions of Service Units (MSUs) is the measurement designated by IBM
to be converted to Value Units. Some other measurements are engines or messages. Since MSUs are
the most common measurement, that measurement will be used for the remainder of this description.
Value Unit pricing offers price benefits for customers. For each zSeries IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the "required license capacity." Each of the various Value Unit Exhibits stipulate that the larger your required license capacity, the fewer Value Units per MSU you will need. Value Unit Exhibits are uniquely identified by a three-digit code and referred to using the nomenclature VUExxx, where xxx is the three-digit code.
Subsequent acquisitions of Value Unit priced programs offers additional price benefits for customers. The quantity of each zSeries IPLA program that you have acquired is referred to as "entitled license capacity." If you wish to grow your entitled license capacity for a zSeries IPLA program, the calculation to determine additional needed Value Units is based upon the number of Value Units already acquired.
For each zSeries IPLA program with Value Unit Pricing, you should:
- Determine the required license capacity, in MSUs
- Aggregate the MSUs across the enterprise
- Convert the total MSUs to Value Units, using the applicable Value Unit Exhibit, and
- Multiply the price per Value Unit by the total number of Value Units to determine the total cost.

Note that Value Units of a given product cannot be exchanged, interchanged, or aggregated with Value Units of another product.

IPLA and subscription and support considerations
IPLA licenses can be transferred from one machine to another within, but not limited to an enterprise. The customer may aggregate the capacity for all the processors the product is operated on to achieve a more economic price. This will result in a single Proof of Entitlement. It is the customer's responsibility to manage the distribution of Value Units within the limits of the entitlement of the product license.
Subscription and Support must cover the same capacity as the product license entitlement. Subscription and Support will be available in the country in which the agreement is made.

Customers with an active software Subscription and Support for 5655-L07 are entitled to SCLM Administrator Toolkit V2.1 (5697-J19).
To receive voice technical support via telephone during normal business hours and future releases and versions at no additional charge, Subscription and Support must be ordered. The capacity of Subscription and Support (Value Units) must be the same as the capacity ordered for the product licenses.
To order, specify the Subscription and Support program number (PID) referenced above and the appropriate license or charge option.
IBM is also providing Subscription and Support for these products via a separately purchased offering under the terms of the IBM International Agreement for Acquisition of Support (IAAS). This offering:

An environment is defined as either a single/stand-alone machine or a qualified Parallel Sysplex. Customers may have one or more different environments across their enterprise. To determine the required license capacity for each zSeries IPLA program with referenced-based terms, each environment should be assessed separately.
When a zSeries IPLA sub-capacity program with reference-based terms is used in a qualified Parallel Sysplex environment, the required license capacity of the zSeries IPLA program must equal with the license capacity of the parent program across the Parallel Sysplex. Qualified Parallel Sysplex refers to one
- That meets the criteria defined in Hardware Announcement 198-001 , dated January 13, 1998
- Where MLC pricing is aggregated across the Sysplex
Sub-capacity eligibility: To be eligible for sub-capacity charging on select zSeries IPLA programs, you must first implement and comply with all terms of either sub-capacity Workload License Charges (WLC) or sub-capacity Entry Workload License Charges (EWLC). To implement sub-capacity WLC or EWLC, a machine must be zSeries (or equivalent). On that machine:
- All instances of the OS/390 operating system must be migrated to the z/OS (or z/OS.e) operating systems
- Any licenses for the OS/390 operating system must be discontinued
- All instances of the z/OS operating (or z/OS.e) systems must be running in z/Architecture (64-bit) mode
For that machine, you must create and submit a Sub-Capacity Report to IBM each month. Sub-Capacity Reports must be generated using the Sub-Capacity Reporting Tool (SCRT). For additional information or to obtain a copy of SCRT, visit the zSeries Software Pricing Web site
You must comply with all of the terms of the WLC or EWLC offering, whichever is applicable:
- The complete terms and conditions of sub-capacity WLC are defined in the IBM Customer Agreement Attachment for zSeries Workload License Charges (Z125-6516).
- The complete terms and conditions for sub-capacity EWLC are defined in the IBM Customer Agreement Attachment for z800 and z890 Software License Charges (Z125-6587).
Additionally, you must sign and comply with the terms and conditions specified in the amendment to the IPLA contract Amendment for zSeries Platform Programs Sub-Capacity Pricing (Z125-6929-02 or higher). Once the amendment is signed, the terms in the amendment replace any and all previous zSeries IPLA sub-capacity terms and conditions.
Sub-capacity utilization determination
Sub-capacity utilization is determined based on the utilization of an eligible operating system and machine (for example, z/OS running in z/Architecture (64 bit) mode on a zSeries (or equivalent) server).
On/Off Capacity on Demand
To be eligible for On/Off Capacity on Demand pricing, customers must be enabled for temporary
capacity on the corresponding hardware, and the required contract Z125-6611, Attachment for
Customer Initiated Upgrade and IBM eServer® On/Off Capacity on Demand Software must be
signed prior to use.
