Added accountability, cost control, and commitment to delivery can help increase the value of your IT data by leveraging that information to give you a competitive business edge. IBM Tivoli Decision Support for z/OS provides a central repository for easy access to enterprise-wide IT information which can be valuable in performance reporting, service level management, and accounting.

The distribution of complex data processing costs is often confusing to users who find it hard to relate the billed costs to the services provided. IBM Tivoli Decision Support for z/OS offers two easy-to-use, flexible IT resource accounting tools to help users address this problem.

Description

IBM Tivoli Decision Support for z/OS is a flexible reporting tool for the enterprise that can correlate systems performance data to help improve the economic performance of your IT investment.

IBM Tivoli Decision Support for z/OS provides an integration point for host system management data to facilitate efficient business decisions based on concise reports and extensive analysis.

IBM Tivoli Decision Support for z/OS is integrated with other Tivoli and IBM systems management products, such as RMF™, DFSMS, Tivoli Workload Scheduler (TWS formerly OPC), NPM, NetView®/390, OS/390® Security Server (RACF®), RMM, and Tivoli Storage Manager (ADSM). The high-speed data collection engine in IBM Tivoli Decision Support for z/OS enables the detailed data analysis that is so critical to the effective management of your IT infrastructure. You can generate a complete picture of your individual systems and compare it to historical performance data to help maximize the contribution IT makes to the success of your company.

IBM Tivoli Decision Support for z/OS offers two valuable IT Resource Accounting tools for a comprehensive solution to link IT costs directly to products and services to improve operational planning, cost management, and business efficiency.

The Tivoli Decision Support Accounting Feature for z/OS is an added-value option which can be purchased separately to support the base product. The flexible pricing and billing options of the Accounting Feature provide your data processing center customers with a better understanding of their IT costs, which helps them more efficiently manage their usage of IT resources.

When you add the Tivoli Decision Support Accounting Workstation for z/OS to the solution, you can migrate chargeback data and functionality from the mainframe to your desktop. You can perform financial analysis functions from your desktop and access IT accounting and chargeback data consolidated by Tivoli Decision Support for z/OS and a wide variety of other data collection tools. The Tivoli Decision Support Accounting Workstation for z/OS provides extensive Web-based reporting, user defined views and access, easy data exchange and exportation into your preferred desktop applications. IBM Tivoli Decision Support Accounting Workstation for z/OS (5698-A42) is now available separately.

Providing these two valuable IT Accounting components based on IBM Tivoli Decision Support for OS/390 Accounting Workstation Option (5698-A06) as separately orderable components gives you added flexibility in understanding and managing your IT costs.

Value Unit-based pricing

Value Unit-based pricing will help align the prices of these products to the principle of the PSLC pricing curve, which provides for a lower price per MSU (millions of service units per hour) for larger capacities.

There is also a price benefit when you grow your capacity. Additional capacity will be based on the number of Value Units (MSUs) you have already installed; for example, additional capacity will not be priced starting at the base with a higher price per unit but on the capacity that is already installed.

Note that Value Units of a given product cannot be exchanged, interchanged, or aggregated with Value Units of another product.

IPLA and Subscription and Support considerations

IPLA licenses can be transferred from one machine to another within, but not limited to an enterprise. You may aggregate the capacity for all the processors the product is operated on to achieve a more economic price. This will result in a single Proof of Entitlement. It is your responsibility to manage the distribution of Value Units within the limits of the entitlement of the product license.

Subscription and Support must cover the same capacity as the product license entitlement. Subscription and Support will be available in the country in which the agreement is made.

IBM Tivoli Enhanced Value-Based Pricing

IBM Tivoli software products are priced using IBM Tivoli's Enhanced Value-Based Pricing. The Enhanced Value-Based Pricing system is based upon the IBM Tivoli Environment-Managed Licensing Model, which uses a managed-environment approach — whereby price is determined by what is managed rather than the number and type of product components installed.

For example, all servers monitored with IBM Tivoli's monitoring product (IBM Tivoli Monitoring) require entitlements sufficient for those servers. Other IBM Tivoli products may manage clients, client devices, agents, network nodes, users, or other items, and are licensed and priced accordingly.

Unlike typical systems management licensing models that require entitlements of specific software components to specific systems, the IBM Tivoli Environment-Managed Licensing Model provides the customer flexibility to deploy its IBM Tivoli software products within its environment in a manner that can address and respond to the customer's evolving architecture. That is, as the architecture of a customer's environment changes, the customer's implementation of IBM Tivoli software can be altered, as needed, without affecting the customer's license requirements (as long as the customer does not exceed its entitlements to the software).

Under Enhanced Value-Based Pricing, licensing and pricing of server-oriented applications are determined based upon the server's use in the customer's environment. Typically, such applications are licensed and priced in a manner that corresponds to each installed and activated processor of the server managed by the IBM Tivoli application to help correlate price to value while offering a simple solution.

Where a server is physically partitioned, this approach is modified. This partitioning technique is the approach used with systems that have either multiple cards or multiple frames, each of which can be configured independently. For servers capable of physical partitioning (for example, IBM's pSeries® Scalable POWERparallel Systems® servers, Sun Ultra servers, and HP Superdome servers), an entitlement is required for each processor in the physical partition being managed by the Tivoli application. For example, assume that a server has 24 processors installed in aggregate. If this server is not partitioned, entitlements are required for all 24 processors. If, however, it is physically partitioned into three partitions, each containing eight processors, and Tivoli products were managing only one of the three partitions, then entitlements would be required for the eight processors on the physical partition managed by the IBM Tivoli application.

For servers with virtual or logical partitions, entitlements are required for all installed and activated processors on the server. For each IBM Tivoli application managing a clustered environment, licensing is based on the cumulative number of installed and activated processors on each server in the cluster. Where the cluster includes physically partitioned servers, the considerations described above concerning physically partitioned servers apply as well.

Enhanced Value-Based Pricing recognizes the convergence of RISC/UNIX® and Microsoft Windows/Intel™ technologies, in order to simplify the customer's licensing requirements, and to provide a smoother, more scalable model. Pricing and licensing does not differentiate between non-zSeries® server platforms or operating systems. For some products, this platform neutrality extends to zSeries and other host servers as well.

IBM Tivoli Enhanced Value-Based Pricing terminology definitions

Client device or client

A client device is a computer system that requests the execution of a set of commands, procedures, or applications from another computer system that is typically referred to as a server. Multiple client devices may share access to a common server. A client device generally has some processing capability or is programmable to allow a user to do work. Examples include, but are not limited to, notebook computers, desktop computers, desk side computers, technical workstations, appliances, personal digital assistants, automated teller machines, point-of-sale terminals, tills and cash registers, and kiosks.

IBM Tivoli Access Manager for e-business registered user

A registered user for IBM Tivoli Access Manager for e-business is any individual, machine, program, or device whose identity is referenced by or recorded in the IBM Tivoli Access Manager for e-business identity schema.

IBM Tivoli Directory Integrator connected system

A connected system is any directory, database, application, or file integrated or merged by IBM Tivoli Directory Integrator.

IBM Tivoli Directory Integrator registered user

A registered user of IBM Tivoli Directory Integrator is: (1) each individual, machine, program, or device whose identity is recorded in a connected system and whose identity can be synchronized by IBM Tivoli Directory Integrator; and (2) each individual, machine, program, or device that can access a connected system that is synchronized by IBM Tivoli Directory Integrator.

IBM Tivoli Identity Manager agent

An agent is code that enables the IBM Tivoli Identity Manager to communicate with a computer system to manage account definitions on the computer system and/or to receive notification of password changes from the computer system.

IBM Tivoli Identity Manager registered user

A registered user for IBM Tivoli Identity Manager is any individual, machine, program, or device whose identity is recorded in the IBM Tivoli Identity Manager identity store.

Millions of Service Units (MSU)

An MSU is defined as millions of Central Processing Unit (CPU) service units per hour; the measure of capacity used to describe the computing power of the hardware processors on which S/390® or zSeries software runs. Processor MSU values are determined by the hardware vendor, IBM, or Software Compatible Vendors (SCVs).

Network Node or Node

Network Nodes include routers, switches, hubs, and bridges that contain a network management agent. A single Network Node may contain any number of interfaces or ports.

Partitions

A server's resources (CPU, memory, I/O, interconnects, and buses) may be divided according to the needs of the applications running on the server. This partitioning can be implemented with physical boundaries (Physical Partitions) or logical boundaries (Logical Partitions).

Physical Partitions are defined by a collection of processors dedicated to a workload and can be used with systems that have either multiple cards or multiple frames, each of which can be configured independently. In this method, the partitions are divided along hardware boundaries and processors, and the I/O boards, memory, and interconnects are not shared.

Logical Partitions are defined by software rather than hardware and allocate a pool of processing resources to a collection of workloads. These partitions, while separated by software boundaries, share hardware components and run in one or more Physical Partitions.

Port

A port is the physical connection between a device and the network.

Processor

A processor is a functional unit in a computer that interprets and executes instructions. A processor consists of at least an instruction control unit and an arithmetic and logic unit.

Server

A server is a computer system that executes requested procedures, commands, or applications to one or more clients and/or other devices over a network. Examples include, but are not limited to, file servers, print servers, mail servers, database servers, application servers, and Web servers.

Standby or backup systems

For programs running or resident on backup machines, IBM defines three types of situations: cold, warm, and hot. In the cold and warm situations, a separate entitlement for the copy on the backup machine is normally not required and typically no additional charge applies. In a hot backup situation, the customer needs to acquire another license or entitlements sufficient for that server. All programs running in backup mode must be solely under the customer's control, even if running at another enterprise's location.

As a practice, the following are definitions and allowable actions concerning the copy of the program used for backup purposes:

Cold — A copy of the program may reside, for backup purposes, on a machine as long as the program is not started. There is no additional charge for this copy.

Warm — A copy of the program may reside for backup purposes on a machine and is started, but is idling, and is not doing any work of any kind. There is no additional charge for this copy.

Hot — A copy of the program may reside for backup purposes on a machine, is started, and is doing work. The customer must acquire a license or entitlements for this copy and there will generally be an additional charge.

Doing work includes, for example, production, development, program maintenance, and testing. It also could include other activities such as mirroring of transactions, updating of files, synchronization of programs, data or other resources (for example, active linking with another machine, program, database, or other resource, and so on), or any activity or configurations that would allow an active hot switch or other synchronized switch over between programs, databases, or other resources to occur.

In the case of a program or system configuration that is designed to support a high availability environment by using various techniques (for example, duplexing, mirroring of files or transactions, maintaining a "heartbeat," active linking with another machine, program, database, or other resource, and so on), the program is considered to be doing work in the hot situation and a license or entitlement must be purchased.

Tivoli Management Points

A Tivoli Management Point is a metric used to compute license quantities and is program specific.

Value Units

A Value Unit is a metric used to compute license quantities, is program specific, and is typically only used on products managing zSeries systems.

Pricing examples

IBM Tivoli Decision Support for z/OS: The customer wants to generate customized reports for communicating and exchanging information between different departments in the enterprise, using 1,500 MSUs. Since licensing is per Value Unit (calculated based on the number of MSUs) on the zSeries server where Tivoli Decision Support is installed, the customer must obtain the following entitlements:

Tivoli Decision Support Accounting Workstation is installed on a 100 2-way servers and is managing data from one 1,500 MSU server. Licensing is per Value Unit (calculated based on the number of MSUs) on the zSeries server. The customer must obtain the following entitlements:

Terms and conditions

Licensing: IBM International Program License Agreement. Proofs of Entitlement (PoEs) are required for all authorized use.

These products are licensed under the IBM Program License Agreement (IPLA), and the associated Agreement for Acquisition of Support, and the Addendum for Support Z125-6883 which provides for support with ongoing access to releases and versions of the program. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours) as well as access to updates, releases, and versions of the program as long as support is in effect. S/390 and zSeries IBM Operational Support Services — SoftwareXcel is an option for those customers who desire added services.

Limited warranty applies: Yes

Warranty: This program has warranty for a minimum of one year from acquisition from IBM or authorized IBM Business Partner. The warranty provided to the customer, for at least one year from acquisition, is access to databases (read Web sites) for program information and FAQs, including any known fixes to defects, which the customer can download or obtain otherwise and install at leisure.

Program support: Enhanced support, called Subscription and Support, includes telephone assistance (voice support for defects during normal business hours) as well as access to updates, releases, and versions of the program as long as support is in effect. The customer will be notified of discontinuance of support with 12 months' notice.

Money-back guarantee: If for any reason you are dissatisfied with the program, return it within 30 days from the invoice date, to the party (either IBM or its reseller) from whom you acquired it, for a refund. This applies only to your first acquisition of the program.

Sub-capacity charges terms and conditions

IBM eServer zSeries software charges at less than full machine capacity for eligible tools apply when z/OS is running in z/Architecture™ (64 bit) mode on a zSeries 900, no other MVS-based operating system is licensed to that server and the required information is provided by the customer in accordance with the applicable terms.

Sub-capacity charges for an eligible tool is based on the z/OS product defined capacity. To obtain charges at less than full machine capacity for eligible tools, the customer is required to:

  • Determine the MSUs needed for each machine on which the tools will run. Only machines on which the customer has implemented sub-capacity Workstation License Charges (WLC) according to the above terms and conditions, are eligible for charges at less than full machine capacity for the tools.
  • Use the product defined capacity for z/OS (as specified on the Sub-Capacity Reports submitted to IBM for sub-capacity WLC) as the sub-capacity (MSUs) for each tool.
  • Submit any additional MSUs and/or Value Units required for each product along with the current entitlement in Value Units for each product.

Sub-capacity charges for tools

To be eligible for sub-capacity charges for tools, the machine on which the tools are running must be eligible for WLC sub-capacity charges terms and conditions. The customer must have signed the Attachment for zSeries Workload License Charges-Pre-ILM, Z125-6516, and submitted at least one Sub-Capacity Report to IBM as defined in the attachment.

With sub-capacity charges, the charge for an eligible tool is based on the z/OS product defined capacity. To obtain charges at less than full machine capacity for each eligible tool for each machine, the customer should:

  • Determine the MSUs needed for the machine on which the tools will run. In a data sharing environment, determine the aggregate MSUs needed on the machine where the tools run. Use the product defined capacity (MSUs) for z/OS (as specified on the Sub-Capacity Reports submitted to IBM for sub-capacity WLC) as the sub-capacity (MSUs) for each Tool.
  • Submit any additional MSUs and/or Value Units required for each product along with the current entitlement in Value Units for each product.
  • If the use of sub-capacity pricing terms for tools results in a reduced requirement for Value Units, thus freeing up entitlements, customers can reallocate the entitlement difference by distributing the Value Units across a larger or different set of systems, or reserve them for future growth. There will be no refunds for these freed up Value Units. Subscription and Support volumes and entitlements for existing contracts will continue to be at the same levels as the acquired licenses.

Management of the Value Unit entitlements continues to be a customer responsibility. If one of the following occur on a machine to which tools are licensed, the customer must determine if additional Value Units and Subscription and Support need to be ordered for those tools to cover the increase:

  • The z/OS defined capacity is increased.
  • The requirements for WLC sub-capacity charges are no longer met.

On/Off Capacity on Demand

To be eligible for On/Off Capacity on Demand pricing, customers must be enabled for temporary capacity on the corresponding hardware, and the required contract — Z125-6611, Attachment for Customer Initiated Upgrade and IBM eServer On/Off Capacity on Demand — Software — must be signed prior to use.

If the server is under a current IBM maintenance service agreement or within the IBM warranty period, the Service Agent automatically reports hardware problems to IBM. Early knowledge about potential problems enables IBM to provide proactive service that maintains higher system availability and performance. In addition, information collected through the Service Agent will be made available to IBM service support representatives when they are helping answer your questions or diagnosing problems.
