Evolution in technology and changes in the business environment now require new financial messaging solutions. Financial infrastructures that surround custodians and securities are expanding with new RTGS systems and new Pre-Settlement Matching Systems (PSMS) in Central Security Depositories (CSD). External financial networks are providing new value added services to achieve Straight Through Processing (STP). Securities companies and custodians require a flexible infrastructure that can adapt to these constant changes.
In Japan, over 50% of outstanding shares of publicly traded companies are managed by the Japan Securities Depository Center (JASDEC), Japan's sole securities depository. Systems provided by JASDEC assure the streamlining of the securities issuing process, thereby improving the efficiency of custody and delivery of stocks and other securities. This system allows the securities to be centrally managed in the depository organization, which reduces the risk of having the securities physically exchanged among parties. Instead, these operations are replaced by the book-entry transfer in the accounts. Currently, the PSMS system is not integrated with the JASDEC settlement system, but JASDEC is planning to integrate those systems for delivery versus payment (DVP). At that time, data from PSMS will automatically be sent to the settlement system to further shorten the trade time.
WebSphere® Business Integration for Financial Networks is a business integration platform that
serves as a messaging hub from which any number of financial applications can share centralized
message processing services. Several accelerators run on top of WebSphere Business Integration for
Financial Networks, each giving applications access to additional services. One of these
accelerators is the IBM WebSphere Business Integration Connection for JASDEC, which provides access
to JASDEC systems, and supports its PSMS application.

Most financial institutions realize that integrating and upgrading their heterogeneous systems and business applications moves them a giant step toward achieving their business goals. This is especially true for:

IBM WebSphere Business Integration for Financial Networks Base and Entry Edition Base address these issues. Each of these WebSphere Business Integration for Financial Networks products is a business integration platform that serves as a messaging hub from which any number of financial applications can share centralized message processing services. This is especially true for services that provide centralized access to various financial networks such as the SIPN, FEDNET, RadianzNet, and clearing and settlement systems such as RTGSplus, Fedwire, CHIPS, and EBA STEP2.
Having many applications share such services reduces the cost, complexity, and time needed to implement each application. The consolidation, centralization, and reuse of message processing services result in increased productivity and simplified operation, which in turn result in cost savings.
The base products of WebSphere Business Integration for Financial Networks use the following established IBM middleware to improve overall stability and to allow you take advantage of special capabilities:

- IBM WebSphere MQ
- IBM DB2 Universal Database®
A WebSphere Business Integration for Financial Networks' solution includes a base product, plus additional optional extensions. The base product provides a collection of easy-to-use, message processing services that enable you to centralize common tasks such as:
- Controlling access to resources
- Recording audit data
- Logging events
- Storing messages
The extensions are collections of additional, special-purpose services that extend the capabilities of the base product, for example, access to specific financial networks. Anyone (clients, independent software vendors (ISVs), or IBM) can create these extensions.
IBM has previously announced extensions that allow clients to access the SWIFT network, and IBM now offers WebSphere Business Integration Connection for JASDEC that allows clients to access an additional financial network. It provides services required by companies that trade securities and need access to the sole securities depository center in Japan.
WebSphere Business Integration Connection for JASDEC provides:
- Predefined message dictionary for JASDEC messages: JASDEC messages are used in the settlement of securities, and all parties that access the JASDEC network communicate using these messages. The formats of these messages must be known by the applications that handle them. WebSphere Business Integration Connection for JASDEC provides a dictionary of these message formats.
- Message transformation service for accessing the JASDEC network: To streamline financial institutions' processes and to enable STP or T+1 transactions, applications require seamless connectivity to the JASDEC network. The standard message format used by many major applications is XML. The message transformation service in WebSphere Business Integration Connection for JASDEC provides a service to transform messages between JASDEC and XML message formats. This message transformation service lets the network hub become a part of a totally integrated solution through the use of the process hub, as commonly realized by other WebSphere Business Integration products.

Message-based pricing: Pricing for IBM WebSphere Business Integration Connection for JASDEC is based on the volume of "message units" used by a licensed user. The charge unit for WebSphere Business Integration Connection for JASDEC is Value Unit. The volume of messages units is converted to value units, based on the Value Unit Exhibit below.
A message unit is defined as a transaction that is external to WebSphere Business Integration Connection for JASDEC. Such transactions are typically measured when leaving WebSphere Business Integration Connection for JASDEC and entering the network or network access controller, and when leaving the network or network access controller and entering WebSphere Business Integration Connection for JASDEC. Importantly, a business service may consist of multiple transactions that constitute multiple message units. For example, when an order gets confirmed by the receiving bank, this constitutes two transactions and two message units.
The volume of message units that is relevant for pricing purposes is the total number of monthly message units a licensed user sends and receives using IBM WebSphere Business Integration Connection for JASDEC, based on the peak monthly message volume from the preceding 12 months.
Initial pricing will be calculated based on either:
- The client's peak monthly messages from the history reports the customer provides for the preceding 12 months, or
- The client's estimation of its anticipated peak monthly message volume
If initial pricing is based on a client's estimate, the client shall utilize the message counting procedure identified by IBM to create a message usage report from the audit log the fourth working day of each month during the first six months. The customer agrees to send these six message usage reports to IBM in the seventh month for assessment of the monthly message volumes. If the peak monthly volume is higher than the estimate used in initial pricing, the client will be charged for additional licenses and maintenance.
The message counting tool is provided with the product. Instructions are provided in the product README file.
Subsequent pricing/annual adjustment: WebSphere Business Integration Connection for JASDEC pricing for the second year and subsequent years will be reassessed based on relevant message-based usage reports provided by the client. Appropriate WebSphere Business Integration Connection for JASDEC pricing for the following year will be determined based on the peak monthly volume in the preceding 12 months. In addition to the annual maintenance fees for the product originally licensed, additional license and maintenance fees will apply if the peak monthly volume is higher than the volume used in the prior year pricing calculation.
