Description
Value Unit Pricing
Value Unit pricing is now available for select WebSphere products. The following products and
associated Subscription and Support (S&S) are affected by the metric change from "per processor" to
"Value Units":

Value Unit pricing helps improve the pricing granularity and makes it consistent with many other
products running on this platform. Value Unit pricing will help align the prices of these products
to the principle of a Monthly License Charge pricing curve which provides for a lower price per
Million of Service Units (MSUs) for larger capacities. There can also be a price benefit when you
grow your capacity. Additional capacity will not be priced starting at the base with a higher price
per unit, but on the capacity that is already installed.
Proofs of Entitlement (PoEs) will be based on new Value Units. PoEs for new licenses and additional
capacity orders for existing licenses will be based on Value Units. PoEs are product specific.
Value Units of a given product cannot be exchanged, interchanged, or aggregated with Value Units of
another product. Pricing for G5 and G6 systems, as well as on zSeries machines, or equivalent, will
be based on full MSU capacity of the machines on which the product is installed.
Price Changes:
The products in this announcement have one charge unit Value Units. Value Units for a
specified MSU of eligible zSeries hardware are determined by the following table. The price of a
Value Unit varies depending on the product selected.
Translation from MSUs to Value Units
Value
MSUs Unit/MSU
Base 1-3 1.00
Tier A 4-45 0.45
Tier B 46-175 0.36
Tier C 176-315 0.27
Tier D 316+ 0.20
The total number of Value Units is calculated according to the following example.
If the customer has installed 1000 MSUs, the applicable Value Units would be:
(3*1.0)+(42*0.45)+(130*0.36)+(140*0.27)+(685*0.20) = 244 Value Units
When calculating the total number of Value Units, the sum is rounded up to the next integer.
Value Units for IBM 9672 processors will be based upon the full capacity of these systems. This is
applicable to all S/390®-based systems that are measured on MSU capacity. Information on MSU
capacities can be found in the IBM System/370, System/360, and zSeries Machine Exhibit
(Z125-3901). Value Units for zSeries models will be based upon the full MSU capacity as defined in
the Machine Exhibits.
Value Units for Non-MSU-Based S/390 Processors
MP 3000 Models
-
H30 = 6.0 Value Units
-
H50 = 8.0 Value Units
-
H70 = 12.0 Value Units
-
P/390, R/390, IBM 3006 = 2.0 Value Units
A tool will be available that provides support for transforming the MSU-based capacities of S/390
systems to new Value Units by calculating the applicable number of Value Units for a given number of
MSUs. The person preparing for an order is required to use this tool to calculate the number of
Value Units, based upon the number of MSUs (processor capacity). CFSW expects Value Units as
configuration input.
Processor-Based License Options Withdrawn:
Effective April 7, 2003, IBM International Program License Agreement (IPLA)
processor-based one-time charge (OTC) and S&S Annual License Charge (ALC) are being withdrawn from

New Customers:
Specify the appropriate OTC feature numbers with the desired quantity represented by the
sum of Value Units of all machines on which the program is installed.
Existing Customers:
When adding additional capacity to a previous order, Value Units are determined as an
extension of the aggregate MSUs.
S&S:
To receive voice technical support via telephone (voice support for defects during normal
business hours) and future releases at no additional charge, S&S must be ordered.
To order, specify the support program number and feature number 9001 for asset registration.
Specify the annual support charge feature numbers with the desired quantity represented by the sum
of Value Units corresponding to the MSUs ratings of the designated machines. S&S must cover the
same capacity as the product license entitlement. Once S&S is ordered, the charges will
automatically renew annually unless cancelled by you.

Upgrades
If you are upgrading from 3.x, contact your IBM representative for detailed information. The
upgrades are applicable only on 5655-F31 and not any other product listed in this announcement.
IPLA and S&S Considerations
IPLA licenses can be transferred from one machine to another within, but not limited to an
enterprise. You may aggregate the capacity for all the machines the product is operating in to
achieve a better price. This aggregation will result in a single PoE. It is your responsibility to
manage the distribution of Value Units within the limits of the Entitlement of the Product License.
S&S must cover the same capacity as the Product License Entitlement. S&S will be available in the
country in which the agreement is made.
Entry Option
The Entry Option allows you to acquire a minimum number of Value Units (10 for z800 models, 20
for z900 models) of eligible WebSphere platform products to be deployed in a manner consistent with
IBM terms and conditions. You are required to install the products on eligible zSeries hardware
such as zSeries 800, zSeries 900, zSeries 800 coupled mode with z/OS running in z/Architecture
(64 bit) mode, zSeries 800 running z/OS.e, and with no other MVS-based operating system licensed to
that server. To validate compliance with the terms and conditions IBM requires logically
partitioned mode (LPAR) utilization data (via Sub-Capacity Reporting Tool (SCRT) Report refer to
below) to be provided by you on a monthly basis.
Terms and Conditions
-
The Entry Option is available once per customer (customer number) per product and may be the
customer's first acquisition of the eligible product and must not be incremental to any existing
entitlement aggregation of that eligible product. After the initial acquisition of the Entry
Option, if additional licenses of the eligible product are acquired by the same customer, then the
terms of the Entry Option will end and licensing will revert to standard terms and aggregation
rules.
-
This Entry Option allows you to license 10 Value Units or 10 Value Unit increments thereof on a z800
server. If the increment of 10 Value Units gets you to full capacity or within 10 MSUs of full
machine capacity, then the terms of the Entry Option will end licensing and will revert to standard
terms and conditions.
-
This Entry Option allows you to license 20 Value Units on z900 servers. The z900 server must
qualify for Workload License Charges (WLC) and the customer must have opted to use WLC as the
charging metric on the machine (or sysplex).
-
S&S is included for products acquired under the Entry Option on both z800 and z900 servers and must
be ordered at the equivalent Value Unit level.
-
For the eligible products, execution must be limited to an environment of less than or equal to the
equivalent of prescribed number (10/20/30/40) of Value Units. Execution environments are defined
and managed by you through use of LPAR technology.
-
To obtain and maintain qualification for the Entry Option, you must sign the
IPLA Amendment for WebSphere Platform Products Entry Option
(Z125-6851). As outlined in the amendment, you must generate and submit monthly Sub-Capacity
reports using the SCRT which is available for customer download from:
-
Certain products generate data that indicates that they are executing
(that is, generating SMF89 registration records), SCRT will automatically
sense and report on the capacity, in MSUs, of the products execution
environment. Most often, products that generate SMF89 records are
instrumented to do so automatically. However, in the case of WebSphere
Application Server V4.0.1, manual activation is required in order to
generate the SMF89 records. To manually activate, add the following line
to the current.env file for the daemon (for example,
$CBCONFIG/envfile/PLEXI/DAEMON0//current.env): BBOM_REGISTER_PRODUCT.
For other products that do not generate data that indicates they are
executing (that is, no generation of SMF89 registration records). For
these products, SCRT will require that you use parameter settings to
indicate in which LPARs the participating products are executing. After
the parameter specification, SCRT will report on the capacity, in MSUs,
of the products execution environment.
To determine which Sub-Capacity products do or do not have SMF89 support,
check on the Sub-Capacity Reporting Tool Web site at:
-
On a z800 server, if at any time the SCRT report submitted to IBM shows
LPAR utilization (in MSUs before converting to Value Units) in excess of
the acquired entitlements of 10 or more Value Units, you will be billed
additional entitlements in increments of 10 Value Units to cover the
reported utilization.
-
On a z900 server, if at any time the SCRT report submitted to IBM shows
LPAR utilization (in MSUs before converting to Value Units) in excess of
the acquired entitlement of 20 Value Units, you will be billed for
additional entitlements to cover the full machine capacity where the
product is running.
-
Failure to submit or late submission of Sub-Capacity reports will result
in the product being charged on a full machine capacity basis.
-
You must configure the machine to send weekly Transmit System
Availability Data (TSAD) to IBM via the IBM zSeries Remote Support
Facility (RSF). If the machine cannot connect via the RSF, provide this
TSAD via an alternate means documented in the z/OS publication,
Planning for Workload License Charges
at:
At present, some products do not generate SMF data. These products may
be enabled to generate SMF data in the future. You are required to
install any associated product updates within six months of availability
to continue to be eligible for this offering. Additionally, in the
future IBM will be implementing software license management for eligible
Programs to ensure compliance with the terms and conditions. When
Software License Management is available, you are required to install the
associated updates to the products. To convert from Value Units to MSUs
or vice-versa, use the Value Unit Converter Tool when it is available for
customers to download from:
Example 1
Selected, 20 Value Units Entry Option for z900
2064-112 rated at 372 MSUs running z/OS in 64-bit mode
WebSphere Application Server is executing in an LPAR with a defined
capacity of 40 MSUs. Utilization of the LPAR may exceed 40 MSUs
temporarily, but z/OS Workload Manager will enforce the average
utilization of the LPAR which must be equal to or less than 40 MSUs.
Based on LPAR configuration, the customer will remain qualified for the
Entry Option assuming that WebSphere Application Server is not started in
another LPAR and assuming that all the WLC and SCRT, and other applicable
terms and conditions are met.
Example 2
Selected, 20Value Units Entry Option for z900
2064-112 rated at 372 MSUs running z/OS in 64-bit mode
WebSphere Application Server is executing in an LPAR with an enforced
relative weight of 10. (
Note:
In order to complete calculations, the weights of the remaining LPARs
are required. Assume one other LPAR with a weight of 90). Based on the
LPAR configuration, the WebSphere Application Server LPAR has 10 out of
10+90 units of capacity available, which is equivalent to 10% of the
machine. Therefore, the LPAR will have 38 MSUs (37.2 rounded up to the
nearest integer) available. Based on LPAR configuration, the customer is
assured that they will remain qualified for the Entry Option assuming
that WebSphere Application Server is not started in another LPAR and
assuring that all the WLC and SCRT terms and conditions are met.
Example 3
Selected, 20 Value Units Entry Option for z900
WebSphere Application Server is executing in an LPAR with two general
purpose logical processors assigned. Neither a defined capacity nor an
enforced capacity of 17% of 372 MSUs (17% is the calculation of 2 engines
out of the entire 12 engine machine). 17% of 372 MSUs results in a
possible peak LPAR capacity of 64 MSUs. Though this configuration is
completely acceptable for the 20 value Units z900 Entry Option selection,
yet if the utilization of the LPAR exceeds 40 MSUs, the customer will no
longer be entitled to the Entry Option and they will be automatically
scaled up to full capacity. In this case, full capacity would mean an
additional 98 Value Units to cover the entire 372 MSU machine (note EO
license was for an initial 20 Value Units which is equivalent to 40
MSUs).
