Tivoli Netcool Performance Manager (TNPM) 1.3 enables service providers and enterprises to manage network performance of both fixed/IP (wireline) and mobile (wireless) networks. It provides comprehensive, flexible, and scalable performance management with visualization and reporting of network performance data for complex, multivendor, multi-technology networks. It offers role-based views with robust security features that are designed to help meet the needs of executive/management and converging network and IT operations teams.
TNPM V1.3 introduces a new console technology, Tivoli Integrated Portal, and a new reporting engine, Tivoli Common Reporting (TCR) based on Cognos. These new technologies offer additional business value to wireline/fixed and wireless/mobile customers using our network performance management solutions today. In addition, these technologies enable a consistent user experience across the broad Tivoli Software solution portfolio.
With TNPM, customers can consolidate performance management (PM) tools to a single vendor solution to help lower cost of ownership. TNPM enables organizations to move toward wireline/wireless convergence and next-generation networks at their own pace, while continuing to support existing mature technologies with the same solution.

IBM Tivoli Netcool Performance Manager V1.3 offers unique value to network service providers and enterprises who want to:
- Rationalize the number of tools they use for monitoring network performance
- Optimize their network and service management processes (for consistent network service quality levels and customer experience)

With this single vendor solution that is part of a broader integrated service management suite of solutions, customers can provide broad visibility across operations and business functions of consistent PM data with role-based interactive views, in addition to management- and executive-level reports.
TNPM V1.3 introduces a new console technology, Tivoli Integrated Portal (TIP), and a new reporting engine, Tivoli Common Reporting (TCR) based on Cognos. Integrated with Tivoli Integrated Portal
TNPM 1.3 offers enhanced usability and simplified application administration through integration with the Tivoli Integrated Portal (TIP). A key component of TIP is Tivoli Common Reporting, which offers a single reporting tool for use across all Tivoli applications integrated with TIP. The version of Tivoli Common Reporting shipped with TNPM 1.3 includes a subset of Cognos capabilities at no additional license cost, enabling users of TNPM 1.3 to create, share, and manage reports, including network performance data from both the wireline/fixed/IP and wireless/mobile domains.
The key benefits of TNPM 1.3 integration with TIP include:
- Innovative reporting capability. Tivoli Common Reporting based on Cognos.
- Single sign-on, which can reduce the cost of user management. A shared Lightweight Directory Access Protocol (LDAP) for Tivoli applications that share the same instance of TIP.
- Easier integration with third-party portals. TNPM GUI components can be included in a customer's portal where compliant with the industry-standard Web Services for Remote Portlets (WSRP) specification. Third-party content can also be integrated into the Tivoli Integrated Portal as portlets or full TIP pages.
- Faster navigation between Event and Performance Management views. TNPM for wireline/fixed/IP interoperates with Webtop 2.2 for Netcool/Omnibus. The user can easily drill down from the Webtop active event list to the actual report contained in TNPM's DataView. In addition, single sign-on ensures that users do not have to log into TNPM when navigating from Omnibus/Webtop. The PM report can be launched within the same TIP portal as the Webtop event viewer, rather than in a separate window.
Guidance for customers and partners that want to re-brand the Tivoli Integrated Portal will be provided in the TNPM product documentation set.
Enabled for Common Reporting
In TNPM 1.3, support for Tivoli Common Reporting is provided through out-of-the-box integration with Cognos query and report design capabilities. There is no additional license cost for accessing a base set of Cognos capabilities for use with Tivoli applications such as Cognos Connection, Cognos Administration, Query Studio, Report Studio, Cognos Viewer, Framework Manager, and Map Manager.
Through the Cognos Framework Manager, the customer or partner can create a business-oriented reporting data model for a technology/vendor containing reporting entities and their mappings to the underlying wireline/fixed/IP or wireless/mobile database schema (Tech Pack). Once the Cognos data model or Framework is published, the Cognos Report Designer GUI can be used to build report templates for publishing to the Tivoli Common Reporting directory in TIP.
In addition, a Cognos enablement package containing sample data models and report templates will be provided via OPAL. This support is to guide the customer in leveraging the value of Cognos to build PM reports.
The customer can use these samples for a quick start and can then extend the data models to include specific data that they require. The sample Cognos data models will align with the Tivoli Common Data Model, thereby supporting correlation of PM data with relevant data in different Netcool applications.
Additional wireline/fixed/IP PM features and benefits
The following sections outline the key new features in TNPM 1.3 for wireline/fixed/IP network performance management.
Composite resources
The Composite Resource feature enables service-oriented KPI modeling of logical resources for the purpose of reporting on logical entities or end-to-end service paths. The benefit for the customer is enhanced service level reporting for network operations and end-user customers. The ability to define more service-oriented KPIs makes it easier to monitor the service level experienced by the customer.
Grouping is used in TNPM to organize physical network resources discovered through inventory. It provides a hierarchical structure for organization of resources. Each group is a flat collection that does not reflect relations between the contained physical resources.
The new feature enables the creation of a more service-oriented model of network resources with an upper layer of logical resources mapping to a lower layer of physical resources such as network elements and interfaces. A logical resource, for example, a link, a service, or a virtual private network, can now be defined based on the relationship between physical resources.
Composite resources are intended to model services or logical resources and define relationships between objects that impact the availability of the service/logical resource. KPIs can now be reported on the composite resources to provide enhanced service level reporting. Composite Resource Groups are also visible for navigation in reports.
Mass Data Export
TNPM 1.3 provides a robust programmatic interface called the Mass Data Export (MDE) to enable large volumes of wireline/fixed/IP PM data to be exported from the TNPM system for input to other systems or processes. There is no additional license charge for using TNPM APIs to export data to IBM Tivoli applications. The value of this feature is that it enables you to efficiently share relevant PM data across multiple network and business operations teams, replacing time-consuming manual processes with automated procedures. This feature can be used to streamline processes related to business intelligence reporting, and SQM/SLA reporting, billing, and revenue assurance.
Note: The existing Data Access API for non-bulk data extract continues
to be available.
Export of wireline/fixed/IP data for integration with TNPM for wireless/mobile data
A Loader Information Format (LIF) that is required by the mobile wireless TNPM component is also supported. The value of this is that wireline/fixed/IP data can be exported to the wireless/mobile database. With this approach, the data from the wireline/fixed/IP database can be integrated with the data in the wireless/mobile TNPM database, enabling end-to-end reporting; for example, via Cognos.
Once loaded, the customer can use the mobile wireless TNPM database as a Tivoli Common Reporting warehouse. This usage scenario is applicable for customers that deploy both the mobile wireless components as well as the wireline/fixed/IP TNPM components. As part of this release, IBM will provide an example configuration of the MDE to create a LIF file.
Wireline/fixed/IP support for AIX
In TNPM 1.3, all wireline/fixed/IP components including DataView support IBM's AIX operating system. Customers upgrading from Version 1.2 will no longer need a separate Solaris box.

Licensing metric definitions
Application Instance
Application Instance is a unit of measure by which the program can be licensed. An entitlement is required for each instance of an application connected to or managed by the program. An application in a test, development, staging, or production environment is each considered to be a separate instance of the application and each must have an entitlement. As well, multiple application instances in a single environment are each considered to be separate instances of the application and each must have an entitlement.
Resource Value Unit
Resource Value Unit (RVU) is a unit of measure by which the program can be licensed. RVU Proofs of Entitlement are based on the number of units of a specific resource used or managed by the program. Licensee must obtain sufficient entitlements for the number of RVUs required for licensee's environment for the specific resources as specified in the table below. RVU entitlements are specific to the program and the type of resource and may not be exchanged, interchanged, or aggregated with RVU entitlements of another program or resource.
Licensee must obtain entitlements for this program sufficient to cover the resources managed by the program. In addition, in some cases, Licensee must also obtain entitlements for each resource which is available to the program. Refer to the program-specific Resource Value Unit table.
Standby or backup systems
For programs running or resident on backup machines, IBM defines three types of situations: cold, warm, and hot. In cold and warm situations, a separate entitlement for the copy on the backup machine is normally not required and typically no additional charge applies. In a hot backup situation, the customer needs to acquire other license or entitlements sufficient for that server. All programs running in backup mode must be solely under the customer's control, even if running at another enterprise's location.
As a practice, the following are definitions and allowable actions concerning the copy of the program used for backup purposes:
Cold: A copy of the program may reside for backup purposes on a machine as long as the program is not started. There is no additional charge for this copy.
Warm: A copy of the program may reside for backup purposes on a machine and is started, but is idling, and is not doing any work of any kind. There is no additional charge for this copy.
Hot: A copy of the program may reside for backup purposes on a machine, is started, and is doing work. The customer must acquire a license or entitlements for this copy and there will generally be an additional charge.
Doing work includes, for example, production, development, program maintenance, and testing. It also could include other activities such as mirroring of transactions, updating of files, synchronization of programs, data, or other resources (for example, active linking with another machine, program, database, or other resource, and so on), or any activity or configurations that would allow an active hot switch or other synchronized switch over between programs, databases, or other resources to occur.
In the case of a program or system configuration that is designed to support a high availability environment by using various techniques (for example, duplexing, mirroring of files, or transactions, maintaining a heartbeat, active linking with another machine, program, database, or other resource), the program is considered to be doing work in the hot situation and a license or entitlement must be purchased.

Passport Advantage
Through the Passport Advantage Agreement, you may receive discounted pricing based on their total volume of eligible products, across all IBM brands, acquired worldwide. The volume is measured by determining the total Passport Advantage points value of the applicable acquisitions. Passport Advantage points are only used for calculating the Entitled Passport Advantage discount.
To determine the required IBM Tivoli product configuration under Passport Advantage, the customer's environment is evaluated on a per-product basis.
Use the following two-step process to determine the total Passport Advantage points value:
- Analyze your environment to determine the number of charge units for a product. The quantity of each product's part numbers to be ordered is determined by that analysis.
- Order the Passport Advantage part numbers. A Passport Advantage point value, which is the same worldwide for a specific part number regardless of where the order is placed, is assigned to each IBM Tivoli product part number. The Passport Advantage point value for the applicable part number, multiplied by the quantity for that part number, will determine the Passport Advantage points for that IBM Tivoli product part number. The sum of these Passport Advantage points determines the Passport Advantage point value of the applicable IBM Tivoli product authorizations, which then may be aggregated with the point value of other applicable Passport Advantage product acquisitions to determine the total Passport Advantage points value.
The discounted pricing available through Passport Advantage is expressed in the form of Suggested Volume Prices (SVPs), which vary depending on the SVP level. Each SVP level is assigned a minimum total Passport Advantage point value, which must be achieved, in order to qualify for that SVP level.
Media packs and documentation packs do not carry Passport Advantage points and are not eligible for SVP discounting.

The following Passport Advantage part number categories may be orderable:
- License and Software Subscription and Support 12 Months: This is the product authorization with maintenance to the first anniversary date.
- Annual Software Subscription and Support Renewal: This is the maintenance renewal for one anniversary that applies when a customer renews their existing coverage period prior to the anniversary date at which it expires.
- Software Subscription and Support Reinstatement 12 months: This is for customers who have allowed their Software Subscription and Support to expire and later wish to reinstate their Software Subscription and Support.
- Media packs: These are the physical media, such as CD-ROMs, that deliver the product's code.
- Documentation packs: These contain printed documentation such as the User's Guide and Release Notes.

IBM Tivoli Netcool Performance Manager is priced using the following chargeable components and metrics:
Base per application instance:
An IBM Tivoli Netcool Performance Manager (TNPM) Application Instance entitles the Licensee to one wireline and one wireless database. The total number of entitlements required is based on the highest number of database instances of the same type (that is, the number of wireline or wireless instances). There are no restrictions on the number of instances of the DataLoad, DataView, or DataChannel components that are permitted per each TNPM Application Instance.
Each Application Instance also entitles the Licensee to use the following TNPM components:
- Tivoli Netcool Performance Manager Wireline - DataLoad
- Tivoli Netcool Gateways Framework
- Tivoli Netcool Performance Manager Wireless - Gateway SNMP

Base per Resource Value Unit:
Resource Value Units will be calculated in the following manner. Supported entities are assigned a certain point value based on size or performance level of the entities. Resource Value Units are calculated from the total point value (TPV) as outlined below.

Technology Pack Tier 1 - 5 per application instance:
IBM has assigned each IBM Tivoli Netcool Performance Manager Technology Pack to a Technology Pack Tier based on price. You must acquire a Proof of Entitlement (PoE) for the corresponding tier for each Technology Pack that runs on an application instance of TNPM. You may not substitute a PoE for a Technology Pack from one tier for a PoE for a Technology Pack from a different tier.

Ordering information for Passport Advantage
Passport Advantage allows you to have a common anniversary date for Software Subscription and Support renewals, which can simplify management and budgeting for eligible new versions and releases (and related technical support) for your covered products. The anniversary date, established at the start of your Passport Advantage Agreement, will remain unchanged while your Passport Advantage Agreement remains in effect. New software purchases will initially include 12 full months of Software Subscription and Support. Software Subscription and Support in the second year (the first year of renewal) can be prorated to be coterminous with your common anniversary date. Thereafter, all Software Subscription and Support will renew at the common anniversary date for 12 full months of maintenance.
Refer to the IBM International Passport Advantage Agreement and to the IBM Software Support Handbook for specific terms relating to, and a more complete description of, technical support provided through Software Subscription and Support.

Licensing
IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use. Part number products only, offered outside of Passport Advantage, where applicable, are license only and do not include Software Maintenance.
This software license includes Software Subscription and Support (also referred to as Software Maintenance).
These programs are licensed under the IBM Program License Agreement (IPLA) and the associated Agreement for Acquisition of Software Maintenance, which provide for support with ongoing access to releases and versions of the program. IBM includes one year of Software Subscription and Support with the initial license acquisition of each program acquired. The initial period of Software Subscription and Support can be extended by the purchase of a renewal option, if available. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect.

IBM warrants that when the program is used in the specified operating environment, it will conform to its specifications. The warranty applies only to the unmodified portion of the program. IBM does not warrant uninterrupted or error-free operation of the program or that IBM will correct all program defects. You are responsible for the results obtained from the use of the program.
IBM provides you with access to IBM databases containing information on known program defects, defect corrections, restrictions, and bypasses at no additional charge. For further information, consult the IBM Software Support Handbook found at
IBM will maintain this information for at least one year after the original licensee acquires the program (warranty period).
Program technical support
Technical support of a program product will be available for a minimum of five years from the general availability date, as long as your Software Subscription and Support (also referred to as Software Maintenance) is in effect. This technical support allows you to obtain assistance (via telephone or electronic means) from IBM for product-specific, task-oriented questions regarding the installation and operation of the program product. Software Subscription and Support also provides you with access to updates, releases, and versions of the program. You will be notified, via announcement letter, of discontinuance of support with 12 months' notice. If you require additional technical support from IBM, including an extension of support beyond the discontinuance date, contact your IBM representative or IBM Business Partner. This extension may be available for a fee.
Money-back guarantee
If for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.
For clarification, note that (1) for programs acquired under the IBM International Passport Advantage offering, this term applies only to your first acquisition of the program and (2) for programs acquired under any of IBM's On/Off Capacity on Demand (On/Off CoD) software offerings, this term does not apply since these offerings apply to programs already acquired and in use by you.
